【中国观察2020年12月10日讯】现任中国国际经济交流中心总经济师的陈文玲在12月5日于北京召开的一场智库建设学术研讨会上呼吁,要建成所谓的“思想强国”就要允许多元表达方式,并且要允许“数据开放、数据流动”,因为科学家、专家等需要即时了解全世界的数据流动。
陈文玲表示,有次她在巴基斯坦接受电视台采访后,要求对方提供连结。对方随即提供,但她却打不开。
她表示,连中共老朋友巴铁的网站在中国境内“都打不开”,“铁的打不开,铜的打不开,什么样的都打不开,我们怎么和世界对话呢?”
陈文玲还说,要允许智库学者更多地走出去交流对话和深入做工作。她批评,官方对学者出国访问有天数限制,过于紧迫,违者还要受到纪律处理。
分析认为,作为体制内学者,陈文玲的发言凸显中共对舆论、信息流通的管制及恐惧。
11月10日,美国国务卿蓬佩奥(Mike Pompeo )在美国里根研究所(Ronald Reagan Institute)以题为《美国的承诺》发表演讲。他指出川普政府已成功转变对中共的政策,并表示要帮助中国人民推倒中共的网络防火墙。
蓬佩奥表示,川普政府已动员各部门,运用所有工具,应对中共挑战。他还表示,美国需要帮助中国人民获得自由信息,推倒网络防火墙。
蓬佩奥说:“最终,中国人民将决定其国家的历史进程。我们的基本工作是,保证中国人民可以获得信息数据,所有他们需要知道的,这样他们也能分享到我们所珍视的自由。我们要拥有能力,让他们能推倒这个禁锢中国的网络防火墙,这将让中国人民做出完全不同的决定,不同于现在领导人带他们所走的路。”
他预测中国最终将终结一党专制,“最终中国人民,就像苏联人民一样,将最终决定这个国家的历史进程”。
9月28日,美国国务院次卿克拉奇在推特上发布一段视频,他站在美国大使馆前总统里根(Ronald Reagan)的雕像旁,引述里根1987年在西柏林要求苏联领袖戈巴契夫拆掉围墙的名言。
克拉奇说:“我们现在这里,柏林。30多年前,里根总统说,‘戈巴契夫先生,请推倒这堵墙’。如今柏林围墙没了,但新的数位城墙却出现了,那就是,中国防火墙。”
“中国防火墙将中国人民与自由世界隔离,就像柏林围墙把德国人彼此隔离开来一样。30多年前,柏林围墙被推倒了。因此,我在这里借用里根总统的话说,习先生(习近平),请推倒中国的防火墙。”克拉奇说。
The Chinese Communist Party has created an Internet firewall that prevents hundreds of millions of Chinese Internet users from freely browsing overseas websites, and scholars within the system have called for changes. In a speech recently, Chinese economist Chen Wenling called for allowing the flow of data, rather than not being able to open any website.
Chen Wenling, who is currently the chief economist of the China Center for International Economic Exchanges, called for allowing multiple forms of expression and "open data flow" in order to build a so-called "strong country of ideas", as scientists and experts need instant access to the flow of data around the world, at a seminar on building think tanks in Beijing on Dec. 5.
Chen Wenling said that once she was interviewed by a TV station in Pakistan and asked for a link. The other party then provided the link, but she could not open it.
She said that even the website of the Communist Party's old friend, the Pakistan Railways, "can't be opened" in China, "not even for iron, not even for copper, not even for anything, so how can we talk to the world?"
Chen Wenling also said that think tank scholars should be allowed to go out more often to exchange dialogues and do in-depth work. She criticized that official limits on the number of days scholars can visit abroad are too urgent, and violators are subject to disciplinary action.
Analysis suggests that, as a scholar within the system, Chen Wenling's statement highlights the CCP's control and fear of public opinion and information flow.
On November 10, Secretary of State Mike Pompeo gave a speech at the Ronald Reagan Institute entitled "The Promise of America. He noted that the Trump administration has successfully shifted its policy toward the Chinese Communist Party and said he wants to help the Chinese people bring down the Communist Party's cyber firewall.
Pompeo said the Trump administration has mobilized all departments and used all tools to address the Chinese Communist challenge. He also said the U.S. needs to help the Chinese people gain access to free information and push back the cyber firewall.
Ultimately, the Chinese people will determine the course of their country's history," Pompeo said. Our fundamental job is to make sure that the Chinese people have access to information data, all that they need to know, so that they too can share in the freedoms that we hold dear. We need to have the ability to allow them to bring down this cyber firewall that has imprisoned China, which will allow the Chinese people to make completely different decisions, different from the path that their current leaders are taking them down."
He predicted that China will eventually end its one-party dictatorship and that "ultimately the Chinese people, like the Soviet people, will ultimately determine the course of history in this country."
On Sept. 28, State Department Undersecretary Clutch tweeted a video of him standing next to a statue of former U.S. Embassy President Ronald Reagan, quoting Reagan's famous words from West Berlin in 1987 when he asked Soviet leader Mikhail Gorbachev to tear down the wall.
We are here now, in Berlin, and more than 30 years ago, President Reagan said, 'Mr. Gorbachev, please tear down this wall,'" Krutch said. Today the Berlin Wall is gone, but a new digital wall has emerged, and that is, the Firewall of China."
"The Chinese firewall separates the Chinese people from the free world, just as the Berlin Wall separated the Germans from each other. more than 30 years ago, the Berlin Wall was brought down. So, I'm here to borrow from President Reagan and say, Mr. Xi (Xi Jinping), please bring down the firewall of China." Krazy said.
