【中国观察2020年12月19日讯】为期三天的中央经济工作会议18日结束,李克强总理部署明年经济工作任务,透露不少实情。有分析说,中共正面临美国全面的制裁和技术封杀,李克强提出的八大任务,显示他对中国的经济前景,心里没底。

北京时间12月18日,中共中央经济工作会议在北京召开,习近平等7常委全部出席,各省市主要负责人也都出席了会议。

中共党媒报导称,当局在这次会议上不得不承认,中国经济恢复基础尚不牢固,要求坚持底线思维,严密防范各种风险挑战。

李克强在会议上发表讲话,部署明年要抓好的八大重点经济任务,被指透露了中国的经济实情。

八大重点任务分别是:一、强化国家战略科技力量;二、增强产业链供应链自主可控能力;三、坚持扩大内需这个战略基点;四、全面推进改革开放;五、解决好种子和耕地问题;六、强化反垄断和防止资本无序扩张;七、解决好大城市住房突出问题;八、做好碳达峰、碳中和工作。

李克强特别提到,要“着力解决制约国家发展和安全的重大难题”,“针对产业薄弱环节,实施好关键核心技术攻关工程,尽快解决一批‘卡脖子’问题”。

时事评论员钟原在大纪元撰文称,李克强此言透露出中国科技落后的实情,李深知中国科技的真实水平、基础研究的孱弱,远不止是芯片一个弱项。中共虽然偷窃了不少技术,但很多核心技术还没有摸到边,就急于搞所谓的2025计划,还准备垄断世界市场,如今成了天方夜谭。

近期,川普政府加强对中共的科技封锁,制裁中共军方科技企业。11月12日﹐川普下令禁止投资与“中共军方相关企业”,31家中国企业上了黑名单。

12月3日,美国政府将另外4家中国军企列入制裁名单,包括中芯国际、中国海洋石油、中国建设科技、中国国际工程咨询。

12月18日,美国商务部正式宣布﹐把中芯国际等近60家中企列入出口管制黑名单。这是川普政府针对中共企业的新一轮大范围制裁。

美国商务部长罗斯在声明中说﹐“我们不会允许用美国先进技术﹐帮助一个日益好战的对手建设军队。中芯国际与中共军工复合体之间的关系令人担忧。”

中芯国际是中国最大芯片制造商,资深时事评论员唐靖远表示,美国这次打击的力度是比较大的,“中芯国际没了﹐华为基本上就断粮了﹐连中兴及其它一系列涉及到中共数字极权、监控、情报系统的一大批企业﹐可能都要处于瘫痪或者是半瘫痪状态。”

目前在美国商务部的黑名单上﹐共有296家中共企业﹐其中150家与华为相关。中共官方公开宣称在科技领域遭遇“卡脖子”难关。

中央经济会议还强调,要促进经济运行保持在合理区间,继续做好“六稳”“六保”工作。李克强也再次重申就业问题,称“最根本的是促进就业”。

有分析认为,李克强提出的八大经济任务,个个击中中共要害,显示他对中国的经济前景,心里也没底。

时事评论员刘锐绍对《苹果日报》表示,这次中央经济工作会议显示中国在经历中美贸易战后出现收缩和经济困难,“会议主调都是求稳,但这个求稳是收缩求稳。”

他指出,中央经济会议首次提出“防止资本无序扩张”,这与北京当局一直提倡的“金融创新”可谓背道而驰。

刘锐绍说,中共害怕经济上的一些变化影响到政治和社会稳定,因此强调反垄断、防止资本无序扩张,整个会议走了回头路,就是要“打死你、扼住你”。

有迹象显示,中共正在加强防范私营企业资本扩张。最近,中共对中国网际网路富豪马云穷追猛打,马云打造的蚂蚁集团“金融帝国”上市被叫停,阿里巴巴也被中央调查组进驻审查。

12月18日,蚂蚁集团旗下的支付宝无预警下架所有网际网路存款产品。蚂蚁集团回应说,根据中共监管部门的要求,蚂蚁平台上的网际网路存款产品已全部下架。

有分析认为,中共此举等于是断了蚂蚁集团的活路。还有传闻说,相关互联网金融产品,都可能面临下架的厄运,这也显示当局为防范金融风险,对金融市场的监管进一步收紧。

The three-day Central Economic Work Conference ended on Dec. 18, and Premier Li Keqiang revealed a number of realities as he deployed economic tasks for next year. Some analysts say that the Chinese Communist Party is facing comprehensive U.S. sanctions and technology blockade, Li Keqiang proposed eight major tasks, showing that he has no bottom in mind for China's economic future.

On Dec. 18, Beijing time, the CPC Central Economic Work Conference was held in Beijing, with all seven Standing Committee members, including Xi Jinping, in attendance, as well as the major heads of provinces and cities.

The CCP party media reported that the authorities had to admit at the meeting that the foundation of China's economic recovery was not yet solid, and asked to adhere to bottom-line thinking and closely guard against various risk challenges.

Li Keqiang delivered a speech at the meeting, deploying eight key economic tasks to be tackled next year, which was said to reveal the reality of China's economy.

The eight key tasks are: first, to strengthen the national strategic scientific and technological forces; second, to enhance the industrial chain supply chain independent and controllable capacity; third, adhere to the expansion of domestic demand as a strategic base; fourth, comprehensive reform and opening up; fifth, to solve the seed and arable land issues; sixth, to strengthen anti-monopoly and prevent the disorderly expansion of capital; seven, to solve the outstanding problems of housing in large cities; eight, to do a good job of carbon peak, carbon neutral work.

Li Keqiang specifically mentioned that we should "focus on solving the major problems that restrict national development and security" and "implement a good key core technology attack project for the weak links in the industry, and solve a number of 'neck' problems as soon as possible".

Current affairs commentator Zhong Yuan wrote in the Epoch Times that Li Keqiang's words reveal the reality of China's backwardness in science and technology, Li knows the true level of China's science and technology, the weakness of basic research, much more than a weakness in the chip. On December 18, the U.S. Department of Commerce officially announced that it had placed nearly 60 Chinese companies, including SMIC, on the export control blacklist. This is a new round of wide-ranging sanctions by the Trump administration against Chinese Communist Party companies.

In a statement, Commerce Secretary Ross said, "We will not allow advanced U.S. technology to help build the military of an increasingly belligerent adversary. The relationship between SMIC and the Chinese Communist military-industrial complex is troubling."

SMIC is China's largest chipmaker, and veteran current affairs commentator Tang Jingyuan said the U.S. strike is relatively strong. "Without SMIC, Huawei is basically out of food, and even ZTE and a host of other companies involved in the Chinese Communist Party's digital totalitarian, surveillance and intelligence systems may be paralyzed or semi-paralyzed. "

There are currently 296 Chinese Communist Party companies on the U.S. Commerce Department's blacklist, 150 of which are associated with Huawei. The Chinese government has publicly declared that it has encountered a "necklock" in the field of science and technology.

On December 18, Alipay, a subsidiary of Ant Group, took down all its Internet deposit products without warning. Ant Group responded by saying that all internet deposit products on Ant's platform have been removed from the shelves according to the requirements of the Chinese Communist Party regulators.

Some analysts believe that this move by the Chinese Communist Party is tantamount to cutting off Ant Group's way of life. There are also rumors that related Internet financial products, are likely to face the doom of shelving, which also shows that the authorities to prevent financial risks, the financial market supervision further tightened.
