【中国观察2020年12月20日讯】根据最新报告,中共利用全球电信网络的漏洞,通过电信运营商锁定、追踪及拦截美国手机用户的信息。据了解,这些信息由运营商在手机用户不知情的情况下通过全球网络发送,它们允许运营商取得用户定位,连接其它手机用户及评估漫游费用。

英国《卫报》报导,美国华盛顿的前手机网络安全主管米勒分析认为,怀疑中共透过加勒比海的手机网络,并利用全球电讯网络数十年来的漏洞,锁定、追踪和拦截美国的手机用户的电话。

美国iHeartMedia电脑工程师张羽博:“海外这个用户什么信息对中共来讲,其实都是情报,什么信息对它来讲其实都是有价值的。有些人可能觉得这个监听可能对我来说,我也不是什么大人物,可能也不是什么敏感人物,没有什么价值。但是这个中共可能不这么想。你说话的时候里面有提到比如像政治敏感的这些东西,这个可能就激活了这个手机里面的一些(设置)。”

米勒曾在移动安全公司Mobileum工作,他创办的公司紧急媒体(Exigent Media)是一家网络安全研究公司。他认为,美国官方在保护手机用户方面还做得不够,“政府机构和国会多年来都意识到公共移动网络的漏洞。我们政府提出的安全建议并没有得到遵循,不足以阻止攻击者。”米勒表示,揭露“这种活动的严重性”,有助于部署应对措施。

前华为南京研所工程师金淳:“中共它正在收集个人资料的时候,会花大量的人力、物力,还有计算机要进行大数据的挖掘,它会挖掘很多很有(情报),对它来说,很有用的情报。它们可以把这些情报进行综合分析,就可以追踪定位美国政府人士的活动,就是很精准地通过各种这样的方式,来让某个官员腐败堕落。”

米勒指出,中共涉嫌利用由政府控制的电讯营运商,透过全球电讯网络,向··旅行的美国用户发送“信令讯息”,令他们在不知情的情况下受监控,2018至2020年之间,大约有数万名美国用户受影响。其中,米勒发现中共2018年通过3G及4G网络,对美国手机用户实施监控攻击的次数最多,大部分涉及中国联通,认为极有可能是政府支持的间谍活动。

张羽博:“像美国大选现在这个情况,那它有可能就根据一些这样的信息去监听。比如你是某个州、某个市的什么议员,有一些影响力的一些人物,或者说有一些权力的这些人物。那这样的话,这个人的信息可能对中共来讲是很重要。 它通过大数据这样去训练它的人工智能,可以对你进行一个非常的一个精准的判断。”

虽然在没有正式调查的情况下,很难知道加勒比电信运营商和中国联通是否对中共进行监控活动知情。但米勒认为,中共通过一个商业实体,向加勒比电信运营商租用网络地址,在他们不知情的情况下协调信息和路线。

金淳:“每个人都有弱点,所以中共就喜欢收集这些情报,它可以精准投放这个政治宣传和投放广告,在宣传上有效率的呼咙美国人,其实动摇美国的民主宪政的根基,是中共最想做的事情。”

12月10号,美国联邦通信委员会(FCC)正式启动了针对中国电信美洲分部的审查。认为中国电信会被迫服从中共政府的命令,透过通讯拦截等作法将相关讯息交给中共政府。

Chinese Communist Party Uses Cell Phone Network to Spy on Americans

As technology advances, Beijing is expanding its spy networks beyond China. According to a new report, the Chinese Communist Party is suspected of spying on U.S. citizens through cell phone networks in the Caribbean.

According to the latest report, the Chinese Communist Party exploits vulnerabilities in global telecommunications networks to target, track and intercept information from U.S. cell phone users through telecommunications carriers. The information is known to be sent by carriers over global networks without the knowledge of cell phone users, allowing them to obtain their location, connect to other cell phone users and assess roaming charges.

The Guardian reports that Miller, a former cell phone network security chief in Washington, D.C., analyzed suspicions that the Chinese Communist Party targeted, tracked and intercepted calls from cell phone users in the United States through cell phone networks in the Caribbean and by exploiting decades-old vulnerabilities in global telecommunications networks.

iHeartMedia computer engineer Zhang Yubo: "What information about this overseas user is actually intelligence to the Chinese Communist Party, and what information is actually valuable to it. Some people may think that this wiretapping may not be of much value to me, I am not a big person, and I may not be a sensitive person. But the Chinese Communist Party may not think so. When you talk there is mention inside for example like politically sensitive these things, this may activate some (settings) inside this phone."

Miller worked for Mobileum, a mobile security company, and founded Exigent Media, a cybersecurity research firm. He believes that U.S. officials have not done enough to protect cell phone users, "Government agencies and Congress have been aware of the vulnerabilities of public mobile networks for years. The security recommendations made by our government are not being followed enough to stop attackers." Miller said exposing "the severity of this activity" would help deploy countermeasures.

Former Huawei Nanjing Research Institute engineer Jin Chun: "The Chinese Communist Party is collecting personal data, it will spend a lot of manpower, material resources, and computers to do big data mining, it will dig a lot of very (intelligence), for it, very useful intelligence. They can take that intelligence and analyze it in a comprehensive way, and they can track and locate the activities of people in the U.S. government, that is, very precisely by all kinds of such ways to corrupt and degrade a certain official."

Miller noted that the Chinese Communist Party is suspected of using government-controlled telecommunications operators to send "signaling messages" to - and unknowingly monitor - traveling U.S. subscribers through the global telecommunications network, affecting tens of thousands of U.S. subscribers between 2018 and 2020. Among other things, Miller found that the Chinese Communist Party conducted the most surveillance attacks on U.S. cell phone users in 2018 via 3G and 4G networks, mostly involving China Unicom, which he believes is most likely government-sponsored espionage.

Zhang Yubo: "Like this situation in the U.S. election right now, then it could potentially be based on some of this information to listen in. For example, you are a certain state, a certain city of what congressman, have some influence on some people, or have some power of these people. In that case, the information of this person may be very important to the Chinese Communist Party. It uses big data to train its artificial intelligence in this way, and can make a very precise judgment about you."

While it is difficult to know without a formal investigation whether the Caribbean telecom operators and China Unicom had knowledge of the CCP's surveillance activities. But Miller believes the CCP, through a commercial entity, rented network addresses from Caribbean telecom operators and coordinated information and routes without their knowledge.

Jun Jin: "Everyone has weaknesses, so the CCP likes to collect this intelligence, and it can put out this political propaganda and put out ads with precision, and be efficient in propaganda to call out Americans, and actually shake the foundations of democratic constitutionalism in the United States, which is what the CCP wants to do most."

On December 10th, the Federal Communications Commission (FCC) officially launched a review of China Telecom's Americas division. It is believed that China Telecom will be forced to obey the orders of the Chinese Communist government and hand over relevant information to the Chinese Communist government through communication interception and other practices.
