习近平的亲信、中共公安部副部长王小洪因迫害法轮功，日前被举报到29个国家政府。举报者要求各国政府对王小洪及家属依法予以制裁，包括拒发签证、冻结资产。明慧网揭露的案例显示，王小洪至少涉及北京12条人命。

【中国观察2021年1月25日讯】欧盟版的《全球马格尼茨基法案》去年底通过。欧盟27个成员国可以对世界上任何地方的人权迫害者依法施以禁止入境、冻结资产的制裁。

2020年世界人权日前夕，29个国家的法轮功学员，将最新一批迫害者名单递交给本国政府，要求依法禁止这些恶人及其家属入境，冻结他们的资产。

这些国家包括五眼联盟中的美国、加拿大、英国、澳大利亚及新西兰和欧盟中的18国。

法轮功学员递交的迫害者名单中，包括习近平的亲信王小洪。王历任福建省漳州市政法委副书记、公安局局长、厦门市公安局局长、河南省公安厅厅长、政法委副书记、北京市公安局局长、中共公安部副部长等职。

王小洪因迫害法轮功学员，被海外《追查迫害法轮功国际组织》多次通报追查。

据明慧网报导，在王小洪任职期间和所辖地区，众多法轮功修炼者被非法绑架、洗脑、关押、判刑、酷刑，甚至被迫害致死。王小洪对此负有不可推卸的责任。

任北京公安局长期间 至少12名法轮功学员在迫害中离世。

2015年3月至2020年4月，王小洪任北京市公安局局长，同时于2015年3月至2018年1月，兼任北京市副市长。

在王小洪任北京市公安局长的5年间，至少有许秀红、文木兰、贾玉萍、徐俊明、李成山、柳艳梅、杜文革、李秀红、侯俊文、敖瑞英、李钢、高艳12名法轮功学员在迫害中离世。

案例一：柳艳梅被迫害致死

北京顺义区法轮功学员柳艳梅，2016年11月邀请民众旁听针对法轮功学员的非法庭审而被绑架，在通州看守所遭受惨无人道的虐待折磨。

2017年7月，柳艳梅被非法判刑；2018年11月或12月，被北京女子监狱迫害致死。

据悉，家人赶到监狱医院时，柳艳梅已经不认识人，后背溃烂。

由于柳艳梅死得太惨烈，家人无法接受，其妹向最高检察院，中纪委，公安部对参与迫害的相关责任人进行了实名纸质控告及网上控告。

案例二：许秀红遭酷刑等迫害含冤离世

法轮功学员许秀红，于2016年1月21日，被北京通州区警察非法抓捕，被非法关押迫害3个月。许秀红回家后，身体出现被注射或喂食毒性药物症状，身体每况愈下，伴有经常性莫名恐慌，于2017年4月2日含冤离世，年仅40岁。

河南任职期间 至少6位法轮功学员在迫害中离世

2013年8月至2015年3月，王小洪任河南省公安厅厅长、党委书记。

其中，2014年12月至2015年3月，兼任河南省政法委副书记。

据不完全统计，王小洪任职期间，河南省至少有穆素霞、王庆凯、秦海先、张花芬、杨祥珍等6名法轮功学员含冤离世。

河南郑州巩义市女法轮功学员穆素霞，帮人安装数字卫星接收器看新唐人电视节目，于2013年8月15日被绑架，在郑州看守所迫害几个月，后被非法判刑3年半。期间，被迫害得生命垂危，于2014年12月22日含冤离世。

王小洪上任后的2014年，河南省政法委、610办公室（专门迫害法轮功的非法机构）、公安厅加大了对法轮功学员的迫害力度。仅1月至7月，129名法轮功学员被绑架。

福建任职期间 多人被非法判刑

1998年2月至2002年5月，王小洪任福建省福州市公安局局长、市委政法委副书记，福建省漳州市公安局局长、市委政法委副书记；

2002年5月至2011年9月，王小洪任福建省公安厅副厅长、党委委员，福建省公安边防总队第一政委、党委第一书记；

2011年9月至2013年8月，王小洪任福建省厦门市政府副市长、市委委员，厦门市公安局局长、党委书记、市委政法委副书记。

王小洪任职期间，福建省多名法轮功学员被非法判刑和劳教。

以下仅举数例：

1. 陈美芬，原福建漳州市法轮功义务辅导站站长。2000年7月2日，陈美芬与十几位学员到公园晨炼，被非法绑架，非法判刑6年。

2. 许国泰，男，因参加晨炼，2001年1月，被非法判刑8年。

3. 张花玉，女，因2000年将陈美芬等人被绑架的消息，发往海外而被非法抓捕关押到漳州市第一看守所，警察诬陷张花玉“勾结境外机构”。

在看守所期间，张花玉数次被警察施以酷刑，罚戴“三脚扣”（把两只脚和一只手紧铐在一起，只剩下一只手是活动的）。每次上铐时间长达几天或数周不等，导致张整天弯腰塌背，异常痛苦。之后张被非法判刑7年。

中共迫害法轮功已持续22年

大纪元获得大量中共内部文件显示，中共对法轮功的迫害从没停止过，也不准备停止。中共法官曾公开说，“对法轮功案不讲法律！”“你跟我讲法律干什么，我跟你讲政治。”

总部设在美国纽约的追查国际调查发现，中共对法轮功学员大面积活体摘取器官的邪恶罪行仍在进行当中，即使在中共病毒瘟疫全球大流行的背景下，中共也没有停止活摘人体器官。而且中国仍存在活人器官供体库。

追查国际自2003年1月20日成立以来，已对参与迫害法轮功的凶犯，做了数百篇报告，涉及超过10名责任人涉嫌犯罪，近4万个责任单位。

从调查天安门自焚伪案，到追查媒体诽谤污蔑，从追查迫害法轮功元凶江泽民集团，到追查中共系统活摘器官，18年来，追查国际握有大量确凿证据，为清算江泽民集团做好准备，把所有施行迫害者送上历史的审判台接受审判。

追查国际在欧洲、澳洲、亚洲和加拿大设有分部，目的是追查迫害法轮功的一切罪行以及相关的机构、组织和个人。

法轮功，也称法轮大法，已洪传全球100多个国家和地区，主要著作《转法轮》被翻译成41种文字。法轮功及其创始人李洪志先生，受到各国各种褒奖和表彰3,000多项。

然而，1999年7月20日起，中共江泽民集团发动了对法轮功学员的残酷迫害，无数法轮功学员被非法抓捕、关进洗脑班和精神病院、劳教、判刑以及酷刑折磨、迫害致死，迫害至今仍在持续中。

2016年，美国通过了《全球马格尼茨基人权问责法》；2017年12月，川普总统签署了一项行政命令，制裁13名侵犯人权者，这一数字其后又增加。

2019年5月，美国国务院告知法轮功学员，可以提交迫害者名单给国务院。

同年5月31日，明慧网发通告：请全体法轮功学员立即行动，收集整理迫害者家族子女资产等信息，以便定位迫害者，要求美国务院对恶人拒发签证、禁止其入境，

2020年7月20日是法轮功反迫害21周年日，美国国务卿蓬佩奥发表声明，要求停止迫害法轮功。

同年12月10日国际人权日，蓬佩奥发表声明，宣布制裁迫害法轮功的中共厦门市公安局梧村派出所主管黄元雄。根据美国的相关规定，黄元雄及其配偶不得入境美国。

同一时间，35个国家及地区、920位跨党派政要加入连署行动，谴责中共迫害法轮功，呼吁中共立即停止迫害。连署的联合声明指出，“法轮功在中国所遭受的迫害，是当今对一个信仰团体最残酷的迫害。”

Wang Xiaohong, a close associate of Xi Jinping and vice minister of the Communist Party's Ministry of Public Security, has been reported to 29 governments for persecuting Falun Gong. The whistleblowers demanded that the governments sanction Wang Xiaohong and his family according to the law, including denying visas and freezing assets. Cases uncovered by Minghui.com show that Wang Xiaohong was involved in at least 12 lives in Beijing.

[China Watch, Jan. 25, 2021] The EU version of the Global Magnitsky Act was passed late last year. The EU's 27 member states can legally impose sanctions of entry bans and asset freezes on human rights persecutors anywhere in the world.

On the eve of World Human Rights Day 2020, Falun Gong practitioners in 29 countries submitted the latest list of persecutors to their governments, demanding that these villains and their families be legally banned from entering the country and their assets frozen.

These countries include the United States, Canada, the United Kingdom, Australia, New Zealand, and 18 countries in the European Union, which are members of the Five Eyes Alliance.

The list of persecutors submitted by Falun Gong practitioners includes Xi Jinping's close confidant Wang Xiaohong. Wang has served as Deputy Secretary of the Political and Legal Committee and Director of the Public Security Bureau of Zhangzhou City, Fujian Province, Director of the Public Security Bureau of Xiamen City, Director of the Public Security Department and Deputy Secretary of the Political and Legal Committee of Henan Province, Director of the Public Security Bureau of Beijing, and Vice Minister of the Ministry of Public Security of the Communist Party of China.

Wang Xiaohong has been repeatedly notified by the International Organization for the Tracking of Persecution of Falun Gong overseas for persecution of Falun Gong practitioners.

According to Ming Hui, many Falun Gong practitioners were illegally abducted, brainwashed, imprisoned, sentenced, tortured, and even persecuted to death during Wang Xiaohong's tenure and in the areas under his jurisdiction. Wang Xiaohong bears unshirkable responsibility for this.

During his tenure as Beijing's public security chief, at least 12 Falun Gong practitioners passed away during the persecution.

From March 2015 to April 2020, Wang Xiaohong served as the Director of the Beijing Municipal Public Security Bureau, and also served as the Vice Mayor of Beijing from March 2015 to January 2018.

During Wang Xiaohong's five-year tenure as Director of the Beijing Municipal Public Security Bureau, at least 12 Falun Gong practitioners, including Xu Xihong, Wen Mulan, Jia Yuping, Xu Junming, Li Chengshan, Liu Yanmei, Du Wenge, Li Xihong, Hou Junwen, Ao Ruiying, Li Gang, and Gao Yan, passed away during the persecution.

Case 1: Liuyanmei's Persecution Death

Liu Yanmei, a Falun Gong practitioner in Beijing's Shunyi District, was abducted in November 2016 after inviting people to observe an illegal court hearing against Falun Gong practitioners, and was subjected to inhumane abuse and torture in Tongzhou Detention Center.

In July 2017, Liu Yanmei was illegally sentenced to prison; in November or December 2018, she was persecuted to death by the Beijing Women's Prison.

It is reported that when her family arrived at the prison hospital, Liu Yanmei was unrecognizable and her back was festering.

Because Liu Yanmei's death was too gruesome for her family to accept, her sister filed a real-name paper complaint and an online complaint with the Supreme Procuratorate, the Central Commission for Discipline Inspection, and the Ministry of Public Security against the people responsible for participating in the persecution.

Case 2: Xu Xihong Died of Torture and Other Persecution

Xu Xihong, a Falun Gong practitioner, was illegally arrested by police in Beijing's Tongzhou District on January 21, 2016, and was illegally detained and persecuted for three months. After Xu Xihong returned home, her body showed symptoms of being injected or fed toxic drugs, and her health deteriorated, accompanied by frequent and inexplicable panic attacks.

At least six Falun Gong practitioners passed away during his tenure in Henan during the persecution

From August 2013 to March 2015, Wang Xiaohong served as the director and party secretary of the Henan Provincial Public Security Bureau.

Among them, from December 2014 to March 2015, he also served as the deputy secretary of the Henan Provincial Political and Legal Committee.

According to incomplete statistics, at least six Falun Gong practitioners in Henan Province, including Mu Suxia, Wang Qingkai, Qin Haixian, Zhang Huafen, and Yang Xiangzhen, passed away unjustly during Wang Xiaohong's tenure.

Mu Suxia, a female Falun Gong practitioner in Gongyi City, Zhengzhou, Henan Province, who helped install a digital satellite receiver to watch New Tang Dynasty TV programs, was abducted on August 15, 2013, persecuted for several months in Zhengzhou Detention Center, and then illegally sentenced to 3.5 years in prison. During that time, he was persecuted to the point of dying and passed away on December 22, 2014 with a wrongful death.

In 2014, after Wang Xiaohong took office, the Henan Provincial Political and Legal Committee, the 610 Office (an illegal agency dedicated to persecuting Falun Gong), and the Department of Public Security increased their persecution of Falun Gong practitioners. From January to July alone, 129 Falun Gong practitioners were abducted.

During Fujian's tenure, many people were illegally sentenced to prison

From February 1998 to May 2002, Wang Xiaohong served as Director of the Public Security Bureau and Deputy Secretary of the Municipal Party Committee of Political and Legal Affairs in Fuzhou City, Fujian Province, and Director of the Public Security Bureau and Deputy Secretary of the Municipal Party Committee of Political and Legal Affairs in Zhangzhou City, Fujian Province.

From May 2002 to September 2011, Wang Xiaohong served as Deputy Director and member of the Party Committee of the Fujian Provincial Public Security Department, and First Political Commissar and First Secretary of the Party Committee of the Fujian Provincial Public Security Border Guard Corps.

From September 2011 to August 2013, Wang Xiaohong served as Vice Mayor and member of the Municipal Committee of Xiamen City, Fujian Province, Director of Xiamen Public Security Bureau, Secretary of the Party Committee, and Deputy Secretary of the Municipal Committee of Political and Legal Affairs.

During Wang's tenure, many Falun Gong practitioners in Fujian Province were illegally sentenced to prison and reeducation through labor.

The following are just a few examples.

On July 2, 2000, Chen Mei-fen, the former head of the volunteer Falun Gong counseling station in Zhangzhou City, Fujian Province, was illegally kidnapped and sentenced to six years in prison after she and a dozen other practitioners went to a park for morning practice.

2. Xu Guotai, male, was illegally sentenced to 8 years in prison in January 2001 for participating in morning practice.

3. Zhang Huayu, female, was illegally arrested and detained in Zhangzhou City Detention Center No. 1 for sending news of the abduction of Chen Mei-fen and others overseas in 2000, and the police falsely accused Zhang Huayu of "collaborating with overseas agencies.

While in the detention center, Zhang was tortured several times by the police and punished with "three-legged shackles" (two feet and one hand were handcuffed together, leaving only one hand mobile). Each time, Zhang was handcuffed for several days or weeks, causing him to spend his days bent over and in extreme pain. Zhang was then illegally sentenced to seven years in prison.

The Chinese Communist Party has persecuted Falun Gong for 22 years

The Epoch Times has obtained numerous internal CCP documents showing that the CCP has never stopped persecuting Falun Gong and is not prepared to stop. A CCP judge has publicly said, "There is no law for Falun Gong cases!" "What are you talking to me about law for, I'm talking to you about politics."

An investigation by New York-based Tracing International found that the CCP's evil crime of mass live organ harvesting of Falun Gong practitioners is still ongoing, and that the CCP has not stopped live organ harvesting even in the context of a global pandemic of the CCP virus plague. And there are still living organ donor banks in China.

Since its establishment on January 20, 2003, Tracing International has made hundreds of reports on the murderers involved in the persecution of Falun Gong, involving more than 10 responsible persons suspected of crimes and nearly 40,000 responsible units.

From the investigation of the Tiananmen self-immolation case to the slander and libel of the media, from the investigation of Jiang Zemin Group, the culprit of the persecution of Falun Gong, to the investigation of the organ harvesting system of the Chinese Communist Party, for 18 years, Tracing International has a large amount of solid evidence to prepare for the liquidation of Jiang Zemin Group and to put all the persecutors on the trial stage of history.

With offices in Europe, Australia, Asia and Canada, Tracing International aims to track down all crimes against Falun Gong, as well as the institutions, organizations and individuals involved.

Falun Gong, also known as Falun Dafa, has spread to more than 100 countries and regions around the world, and its main work, "Falun Gong", has been translated into 41 languages. Falun Gong and its founder, Mr. Li Hongzhi, have received more than 3,000 awards and commendations from various countries.

However, since July 20, 1999, the Communist Party's Jiang Zemin Group has launched a brutal persecution of Falun Gong practitioners, and countless Falun Gong practitioners have been illegally arrested, imprisoned in brainwashing classes and mental hospitals, reeducated through labor, sentenced to imprisonment, and tortured and persecuted to death, and the persecution continues to this day.

In 2016, the U.S. passed the Global Magnitsky Human Rights Accountability Act; in December 2017, President Trump signed an executive order sanctioning 13 human rights violators, a number that has since been increased.

In May 2019, the U.S. State Department informed Falun Gong practitioners that they could submit lists of persecutors to the State Department.

On May 31 of the same year, Minghui.org issued a notice asking all Falun Gong practitioners to take immediate action to collect and organize information on the assets of the persecutors' families and children, etc., in order to locate the persecutors and request that the U.S. Department of State deny visas and ban them from entering the country for the villains.

On July 20, 2020, the 21st anniversary of Falun Gong's fight against persecution, U.S. Secretary of State Pompeo issued a statement calling for an end to the persecution of Falun Gong.

On December 10 of the same year, International Human Rights Day, Pompeo issued a statement announcing sanctions against Huang Yuanxiong, head of the Wucun Police Station of the Xiamen Public Security Bureau of the Communist Party of China, for persecuting Falun Gong. According to U.S. regulations, Huang Yuanxiong and his spouse are not allowed to enter the United States.

At the same time, 920 political leaders from 35 countries and regions, across party lines, joined a joint statement condemning the persecution of Falun Gong and calling on the Chinese Communist Party to immediately stop the persecution. The joint statement of the coalition states, "The persecution suffered by Falun Gong in China is the most brutal persecution of a faith community today."
