【中国观察2020年12月11日讯】在国际反腐败日和国际人权日之际,美国国务院根据《国务院对外行动和相关方案拨款法》第7031(c)节,宣布制裁17名参与严重侵犯人权的外国现任和前任政府官员,其中包括迫害中国法轮功学员的厦门市公安局梧村派出所指导员黄元雄 。
根据第7031(c)节规定,如果国务卿有可信的信息表明,外国政府官员参与了严重侵犯人权或重大腐败行为,这些个人及其直系亲属将不得进入美国。
美国国务卿蓬佩奥在公告中表示,黄元雄在厦门参与了严重的侵犯人权行为,也就是尤为严重地侵犯宗教自由的行为:他仅仅因为法轮功修习者遵行他们的信仰就拘留和审讯他们。除黄元雄外,国务院还将其配偶一同列为制裁对象。他说:“当中国(中共)政府对中国人民实施可怕的、系统的虐待,包括侵犯国际公认的自由思想、良知、宗教或信仰自由的权利时,世界不能袖手旁观。”
中共从1999年开始迫害法轮功,美国常识学者方伟指出,20多年来迫害法轮功是中共的头号禁忌话题,中共用近乎蛮横的态度吓阻外国官员在这个问题上发声,在小布什和奥巴马时代,这种吓阻起到了作用。但现在美国明确针对制裁迫害法轮功学员的中共官员进行制裁,意义很大。
美国常识学者方伟:“这说明美方摆脱了他的前朝。他在这件事情上的缩手缩脚,他的顾及。在法轮功问题上他敢明确讲话了。既然能开始明确讲话,以后就能继续明确讲话。在这一点上我觉得其实还是很有标志意义的一件事。”
旅美时事评论员邢天行表示,虽然这次受制裁的官员级别不高,但震摄作用很大。
旅美时事评论员邢天行:“这个人他只是一个当地的一个派出所参与对法轮功学员迫害的这么一个人,但是我们知道,对法轮功学员的迫害,中共政府从上至下参与的人是非常多的。所以这个案子一出来,对于中共迫害法轮功的那些高官来讲是一个极大的震慑,因为他们有很多的家属是在国外的。”
随着法轮功学员不断揭露真相,中共对法轮功的迫害遭到越来越多的国际谴责。
在今年7月20号法轮功反中共迫害21周年前夕,加拿大资深国会议员肯特、思格若和瑞典国会议员阿尔梅共同发起全球政要联署行动,截止到12月10号“国际人权日”,已有来自35个国家和地区的900多名现任和前任议员参加连署。他们赞扬法轮功学员二十一年来坚持和平理性、反抗中共暴政的精神,并要求中共立即停止对法轮功系统性的野蛮迫害。
邢天行:“我觉得这也是长期以来法轮功学员坚持不懈的讲真相,唤醒了世界各国这些有良知的人。那么在现在这个世界反共的大潮之下,又有美国的带头和领导,因此众多的对中共反感、能认清它的人的就会汇聚到一起,来坚持反抗中共。”
中国政法大学国际法硕士赖建平:“希望全世界更多的人士能够勇敢地站出来,无条件的支持法轮功。因为法轮功作为一个信仰团体,必须无条件的享有基本人权。像中共政权这样的残酷的迫害,这是不可接受的,是跟人类文明背道而驰的。”
在国际人权日前夕,西方29国的法轮功学员将最新一批迫害者名单递交本国政府,要求依法对恶人及其家属禁止入境、甚至冻结资产。最新的迫害者名单中,除中央一级的中共官员外,还涉及各级政法委书记、各级610、公安局的头目、各级地方负责人、法院的庭长、法官、监狱、劳教所的负责人等等。
The U.S. Department of State announced on December 10 that 17 foreign government officials have been identified as involved in serious human rights abuses and will be held accountable, along with their immediate family members. These include Huang Yuanxiong, chief of the Wucun Police Station of the Xiamen Public Security Bureau, who persecuted Falun Gong practitioners.
On the occasion of International Anti-Corruption Day and International Human Rights Day, the U.S. Department of State announced sanctions under Section 7031(c) of the Department of State Foreign Operations and Related Programs Appropriations Act against 17 current and former foreign government officials for their involvement in serious human rights violations, including Huang Yuanxiong, an instructor at the Wucun Police Station of the Xiamen Public Security Bureau who persecuted Falun Gong practitioners in China .
Under Section 7031(c), foreign government officials and their immediate family members will be barred from entering the United States if the Secretary of State has credible information that they have engaged in serious human rights violations or significant acts of corruption.
In his announcement, Secretary Pompeo stated that Huang Yuanxiong was involved in serious human rights abuses in Xiamen, namely particularly serious violations of religious freedom: he detained and interrogated Falun Gong practitioners simply because they practiced their faith. In addition to Huang Yuanxiong, the State Department also listed his spouse as a target of sanctions. He said, "The world cannot stand idly by while the Chinese [Communist Party] government commits horrific and systematic abuses against the Chinese people, including violations of the internationally recognized right to freedom of thought, conscience, religion or belief."
The Chinese Communist Party has persecuted Falun Gong since 1999, and American common sense scholar Fang Wei points out that for more than 20 years persecution of Falun Gong was the Communist Party's number one taboo subject, and that the Communist Party used an almost brutal attitude to deter foreign officials from speaking out on the issue, which worked during the Bush Jr. and Obama eras. But it is significant that the United States is now explicitly targeting Chinese Communist Party officials who sanction the persecution of Falun Gong practitioners.
U.S. common sense scholar Fang Wei: "This shows that the U.S. side has gotten rid of his former dynasty. He is shrinking from his consideration in this matter. On the Falun Gong issue, he dares to speak clearly now. Now that he can start to speak clearly, he can continue to speak clearly in the future. At this point I think it is actually still a very significant event."
Xing Tianxing, a U.S.-based current affairs commentator, said that although the officials sanctioned this time are not of high rank, the shocking effect is great.
U.S.-based commentator Xing Tianxing: "This person was only a local police station who was involved in the persecution of Falun Gong practitioners, but we know that there are many people involved in the persecution of Falun Gong practitioners from the top to the bottom of the Chinese Communist government. So when this case came out, it was a great deterrent to those high officials of the CCP who persecute Falun Gong, because many of their family members are abroad."
As Falun Gong practitioners continue to reveal the truth, the CCP's persecution of Falun Gong has been met with increasing international condemnation.
On the eve of the 21st anniversary of Falun Gong's persecution on July 20 this year, senior Canadian MPs Kent and Siegel and Swedish MP Almey launched a global petition to join the campaign. As of December 10, International Human Rights Day, over 900 current and former members of parliament from 35 countries and regions have signed the petition. They praised Falun Gong practitioners for their 21 years of peaceful and rational resistance to CCP tyranny and demanded that the CCP immediately stop the systematic and brutal persecution of Falun Gong.
Xing Tianxing: "I think it is also the persistent truth-telling of Falun Gong practitioners over a long period of time that has awakened these people of conscience in countries around the world. Under the current tide of anti-communism in the world, and with the United States taking the lead, many people who are disgusted with the CCP and can recognize it will come together and insist on resisting the CCP."
Lai Jianping, Master of International Law, China University of Political Science and Law: "I hope that more people around the world will be brave enough to stand up and support Falun Gong unconditionally. Because Falun Gong, as a faith-based group, must enjoy basic human rights unconditionally. Cruel persecution like that of the Chinese Communist regime is unacceptable and runs counter to human civilization."
On the eve of International Human Rights Day, Falun Gong practitioners in 29 Western countries submitted the latest list of persecutors to their governments, demanding that the villains and their families be banned from entering the country and even have their assets frozen in accordance with the law. The latest list of persecutors includes, in addition to CCP officials at the central level, secretaries of political and legal committees at all levels, heads of 610 and public security bureaus at all levels, local leaders at all levels, court presidents, judges, heads of prisons and reeducation-through-labor camps, and more.
