美国联邦传播委员会(FCC)10日通过表决,进一步加强限制中国在美国电信领域的角色,展开撤销中国电信在美国营运授权的程序,并勒令美国电讯供应商移除通讯网络使用的中国科技企业华为及中兴通讯设备。

FCC今年6月间宣布,已正式将中国华为技术与中兴通讯列为美国国家安全威胁,禁止使用83亿美元的政府资金向这两家中企采购。

华为与中兴随后提出请愿要求委员会重新考虑,FCC已于上月24日驳回中兴的请求,12月10日驳回中国华为技术有限公司的请求。

FCC也确定规范一份禁用设备清单,并设立补偿营运商更换可疑设备项目,将在国会拨款16亿美元后启动。

另外,路透社引述FCC主席派伊(Ajit Pai)指出,多个美国政府机关已以国安疑虑为由,建议撤销授权。而“重大疑虑”在于担忧中国电信将被迫配合中共政府要求提供情资,包括通讯拦截内容。

中国电信是中国最大的电信公司,已获授权在美提供电信服务将近20年。中国电信美洲公司未立即就此事置评。

FCC曾在4月以国安风险为由警告,可能关闭中国3家国有电信公司在美国业务运作,包括中国电信美洲公司、中国联通美洲公司、太平洋网路公司(Pacific Networks,暂译)及其全资子公司ComNet (USA) LLC。

美国司法部及其他联邦机关4月呼吁FCC撤销中国电信在美国营运授权。

FCC去年5月表决一致通过,不允许另一家中国国有企业“中国移动”在美国提供服务,理由是担忧中共政府借此对美国政府从事间谍活动。当时,FCC已在检视中国电信和中国联通的营运许可。

The U.S. Federal Communications Commission (FCC) voted 10 days ago to further strengthen restrictions on China's role in the U.S. telecommunications sector by launching a process to revoke China Telecom's authorization to operate in the United States and ordering U.S. telecommunications providers to remove Chinese technology companies Huawei and ZTE equipment from their communications networks.

The FCC announced in June that it had officially classified China's Huawei Technologies and ZTE as national security threats to the United States and prohibited the use of $8.3 billion in government funds to purchase from the two Chinese companies.

Huawei and ZTE then filed a petition asking the commission to reconsider, the FCC has rejected ZTE's request last month 24, December 10 rejected the request of China Huawei Technologies Co.

The FCC also determined to regulate a list of banned devices and set up a program to compensate operators for replacing suspect devices, which will be launched after Congress appropriated $1.6 billion.

In addition, Reuters quoted FCC Chairman Ajit Pai as saying that several U.S. government agencies have recommended revoking the authorization on the grounds of national security concerns. The "major concern" is that China Telecom will be forced to cooperate with the Chinese government's requests for information, including communications interception content.

China Telecom is the largest telecommunications company in China and has been authorized to provide telecommunications services in the United States for nearly 20 years. China Telecom Americas did not immediately comment on the issue.

The FCC warned in April that it could shut down the U.S. operations of three state-owned Chinese telecommunications companies, including China Telecom Americas, China Unicom Americas, Pacific Networks and its wholly owned subsidiary ComNet (USA) LLC, citing national security risks.

The U.S. Department of Justice and other federal agencies called on the FCC in April to revoke China Telecom's authorization to operate in the United States.

The FCC voted unanimously last May not to allow another Chinese state-owned company, China Mobile, to provide services in the United States, citing concerns that the Communist government was using it to spy on the U.S. government. At the time, the FCC was already reviewing the operating licenses of China Telecom and China Unicom.
