12月10日世界人权日当天，美国国务院发声明宣布按照“2020年国务院、对外行动和相关项目拨款法”第7031（c）节，对严重侵犯人权或贪腐的17名外国官员和直系亲属进行制裁，禁止他们进入美国。
声明中特别提到，福建厦门市公安局思明分局梧村派出所主管黄元雄，参与严重侵犯人权行为，对法轮功学员拘禁和酷刑审问，严重侵犯他们的宗教自由。
声明中强调，当中共政府对中国人民实施可怕的、系统的虐待，包括侵犯国际公认的自由思想、良知、宗教或信仰自由的权利时，世界不能袖手旁观。
根据美国的相关规定，该制裁适用于黄元雄及其配偶，他们将不得进入美国。
公开报导显示，现年45岁的黄元雄是中共党员，从警22年，曾任厦门市公安局思明分局梧村派出所第二警务队的指导员。也曾被评为厦门“十佳民警”等称号。
据海外“追查迫害法轮功国际组织”（简称“追查国际”）的纪录，黄元雄所在的派出所，包括所长韩江海在内的多名警察，全部因迫害法轮功学员被追查国际的追查。
曾在中国代理过法轮功维权案件的旅美法律学者滕彪，接受自由亚洲采访时表示，美国政府首次就法轮功人权问题，对中共官员实施制裁的举动，非常具象征意义。
他说，“法轮功（学员）受迫害二十多年，应该说是一个非常大的人权灾难，在国际上却并没有得到足够的重视。”
对于黄元雄被制裁，法轮功发言人张而平说：这表明了这一届美国当局，作为自由世界的领袖，对中共迫害法轮功没有袖手旁观。希望这一行动会促动其它地区的民主国家，也加入制裁中共迫害法轮功官员的行列中。
张而平表示，这也是对参与迫害法轮功的中共官员们良心的拷问：你是声张正义还是继续助纣为虐？希望更多的制裁行动会让中共官员有所自省，就是为所欲为会受到国际社会制裁，涉及本人和家人，财产都会受到影响。
近期美国罕见针对中共的人权问题频频挥下制裁“大棒”，除了连续在7月和8月向侵犯新疆及香港人权的新疆党委书记陈全国、新疆公安厅长王明山丶香港特首林郑月娥、中共港澳办主任夏宝龙等人实施金融及签证制裁外，12月7日，更制裁了14名中共副国级领导人。截至目前，共有30名中港官被美国制裁。
被美国制裁的中共官员和直系亲属禁止入境美国，并被冻结他们在美国资产，禁止他们在美国进行金融和财产交易。
美国制裁震慑中南海
政评论员李林一对大纪元分析说，迫害法轮功的元凶有很多人，现在美国只是制裁一个恶警黄元雄。其实美国此举对中共政法系统高官、中南海、甚至习近平有敲山震虎之意。
李林一认为，这不仅是因为习近平本人与厦门渊源深厚，连习的亲信、现任中共公安部常务副部长王小洪和另一名公安部副部长林锐，都是从厦门公安局局长位置上被提拔上来的。
王小洪、林锐二人曾在福建政法系统、中共公安系统任重要职位，两人因迫害法轮功学员被追查国际列入追查名单。
李林一表示，厦门是中共政法系统高官、乃至习近平升官的一个跳板。现在美国的警告，直接针对的对象已经是公安部的两名副部长。如果对于法轮功的迫害持续的话，未来更高层级的中共官员随时会遭到制裁，这对中南海来说可以用如坐针毡来形容。
中共迫害法轮功已持续21年
中共对法轮功的迫害已持续21年。大纪元获得大量中共内部文件显示，中共从没停止迫害过法轮功，也不准备停止迫害。中共法官曾公开说，“对法轮功案不讲法律！”“你跟我讲法律干什么，我跟你讲政治。”
追查国际调查发现，中共对法轮功学员大面积活体摘取器官的邪恶罪行仍在进行当中，即使在在中共病毒瘟疫全球大流行的背景下，中共也没有停止活摘人体器官。而且中国仍然存在活人器官供体库。
总部设在美国纽约的追查国际，自2003年1月20日成立以来，已对参与迫害法轮功的凶犯，做了数百篇报告，涉及超过10名责任人涉嫌犯罪，近4万个责任单位。
从调查天安门自焚伪案，到追查媒体诽谤污蔑，从追查迫害法轮功元凶江泽民集团，到追查中共系统活摘器官，17年来，追查国际握有大量确凿证据，为清算江泽民集团做好准备，把所有施行迫害者送上历史的审判台接受审判。
追查国际在欧洲、澳洲、亚洲和加拿大设有分部，目的是追查迫害法轮功的一切罪行以及相关的机构、组织和个人。
法轮功，也称法轮大法，已洪传全球100多个国家和地区，主要著作《转法轮》被翻译成41种文字。法轮功及其创始人李洪志先生，受到各国各种褒奖和表彰3,000多项。
然而，1999年7月20日起，中共江泽民集团发动了对法轮功学员的残酷迫害，至今没有停止。

On World Human Rights Day, the United States announced sanctions against 17 foreign government officials, including a Chinese Communist Party police officer who persecuted Falun Gong. Analysis suggests that the U.S. move is actually a shock to Zhongnanhai, releasing a signal that sanctions are officially in place against Chinese Communist Party officials who persecute Falun Gong.
On December 10, World Human Rights Day, the U.S. Department of State issued a statement announcing sanctions against 17 foreign officials and their immediate family members for serious human rights violations or corruption in accordance with Section 7031(c) of the Department of State, Foreign Operations, and Related Programs Appropriations Act of 2020, prohibiting them from entering the United States.
The statement specifically mentions that Huang Yuanxiong, the head of the Wucun Police Station of the Siming Branch of the Xiamen Public Security Bureau in Fujian Province, has engaged in serious human rights violations, detaining and interrogating Falun Gong practitioners under torture, and seriously violating their religious freedom.
The statement emphasized that the world cannot stand idly by while the Chinese Communist government commits horrific and systematic abuses against the Chinese people, including violations of the internationally recognized right to freedom of thought, conscience, religion or belief.
Under relevant U.S. regulations, the sanctions apply to Huang Yuanxiong and his spouse, who will not be allowed to enter the United States.
According to public reports, Huang Yuanxiong, 45, is a member of the Communist Party of China and has been a police officer for 22 years, having served as an instructor in the second police unit of Wucun Police Station of the Siming Branch of the Xiamen Public Security Bureau. He has also been named one of Xiamen's "Top Ten Police Officers".

According to the records of the International Organization for the Tracking of Persecution of Falun Gong (Tracing International), many police officers at Huang Yuanxiong's police station, including the chief Han Jianghai, were investigated by Tracing International for persecuting Falun Gong practitioners.
In an interview with Free Asia, Teng Biao, a U.S.-based legal scholar who has represented Falun Gong rights cases in China, said the U.S. government's first move to impose sanctions on Chinese Communist Party officials over Falun Gong human rights issues is very symbolic.
He said, "Falun Gong [practitioners] have been persecuted for more than two decades, which should be considered a very big human rights disaster, yet it has not been given enough attention internationally."
Regarding the sanctioning of Huang Yuanxiong, Falun Gong spokesman Zhang Yiping said, "This shows that this term of U.S. authorities, as the leader of the free world, has not stood by and watched the Chinese Communist Party persecute Falun Gong. It is hoped that this action will encourage other regional democracies to join in sanctioning CCP officials for persecuting Falun Gong.
According to Zhang, this is also a question for the conscience of CCP officials involved in the persecution of Falun Gong: Will you speak out for justice or will you continue to aid and abet the evil? Hopefully, more sanctions will make CCP officials think about themselves, that is, they will be sanctioned by the international community for doing whatever they want to do, and that their property will be affected when they and their families are involved.
In addition to the financial and visa sanctions imposed in July and August on Xinjiang Party Secretary Chen Guanguo, Xinjiang Public Security Bureau Chief Wang Mingshan, Hong Kong Chief Executive Carrie Lam Cheng Yuet-ngor, and Hong Kong and Macau Affairs Office Director Xia Baolong for human rights violations in Xinjiang and Hong Kong, the U.S. on Dec. 7 imposed sanctions on 14 Chinese Communist Party vice presidents. In addition to the financial and visa sanctions, on December 7, 14 vice-level leaders of the Communist Party of China were sanctioned. To date, a total of 30 Chinese and Hong Kong officials have been sanctioned by the United States.
The sanctioned officials and their immediate family members are banned from entering the United States, have their assets frozen in the United States, and are prohibited from conducting financial and property transactions in the United States.
U.S. Sanctions Deter Zhongnanhai
Political commentator Li Linyi analyzed in the Epoch Times that there are many culprits in the persecution of Falun Gong, but the U.S. is only sanctioning one police officer, Huang Yuanxiong. In fact, the U.S. move is intended to deter senior officials in the CCP's political and legal system, Zhongnanhai, and even Xi Jinping.
According to Li Linyi, this is not only because Xi Jinping himself has deep ties with Xiamen, but also because Xi's close confidant, Wang Xiaohong, the current executive vice minister of the Ministry of Public Security, and Lin Rui, another vice minister of the Ministry of Public Security, were both promoted from the position of Xiamen Public Security Bureau chief.
Wang Xiaohong and Lin Rui, who have held key positions in Fujian's political and legal systems and in the CCP's public security system, are on the Tracking International's tracking list for persecuting Falun Gong practitioners.
According to Li Linyi, Xiamen is a springboard for senior officials in the CCP's political and legal system, and even for Xi Jinping's promotion. Now the U.S. warning has directly targeted the two vice ministers of the Ministry of Public Security. If the persecution of Falun Gong continues, higher-level CCP officials could be sanctioned at any time in the future, which could be described as a needle in the hand for Zhongnanhai.
The persecution of Falun Gong has lasted for 21 years.
The Chinese Communist Party has been persecuting Falun Gong for 21 years. The Epoch Times has obtained numerous internal documents showing that the CCP has never stopped persecuting Falun Gong and is not prepared to do so. A CCP judge has publicly said, "There is no law for Falun Gong cases!" "What are you talking to me about law for, I'm talking to you about politics."

And there are still banks of living human organ donors in China.

However, since July 20, 1999, the Jiang Zemin Group of the Chinese Communist Party has launched a brutal persecution of Falun Gong practitioners that has not stopped.
