【中国观察2020年12月20日讯】中共官场迎来新一轮省级大员换血。近期,在短短不到半个月里,中南海罕见提前更换六个省份的“一把手”。据统计,今年已有27个地方大员职位发生变动。

综合陆媒19日报导,中共高层近期在短短不到半个月之内,调整了六个省份的党委书记或政府主官。11月下旬至12月初,吉林、湖南、贵州、云南、福建、海南的省委书记换人。

除了福建省委书记由中共四川省原省长尹力跨省出任,其余五省的省委书记,都由该省原省长顺位接任。因此,吉林、湖南、贵州、云南、海南和四川的省长也都换人。

据党媒12月1日发布人事调整消息,吉林、湖南、贵州、云南四省省委书记职务,均由省长就地升任。分别由景俊海、许达哲、谌贻琴、阮成发,出任吉林、湖南、贵州、云南省委书记,四人目前也兼任省长职务。

据统计,从2月下旬应勇从上海调任中共湖北省委书记算起,至今已有10余个省份省级党政“一把手”配备出现人事变动。

截至12月2日,已有15个省份在今年迎来新任省级政府“一把手”。

此外,12月初,黑龙江省原省长王文涛和甘肃省原省长唐仁健进京,出任商务部和农村农业部党组书记。王文涛的接班人尚未宣布,而唐仁建腾出职务,由江苏省委原副书记任振鹤填补。

《联合早报》统计说,经过这一轮调整,2020年中国各省,共有27个地方大员职位发生更动。这也是中共十九大以来,地方大员调动最密集的一年。

报导说,除个别少数民族自治区的政府主官,中国各省份已无超龄服役大员。地方省份的政府“一把手”中,除江西省长易炼红和广东省长马兴瑞外其余都是“60后”。

今年更换的省级党委书记的10个省份中,大多数是因前一任书记到达65岁正部级退休年龄卸任,进行新老更替,但也有两个例外。

如2月下旬,应勇取代蒋超良出任中共湖北省委书记。蒋超良因抗击疫情不力被免职。陕西省委原书记胡和平则调任文化和旅游部部长,陕西省原省长刘国中接任书记。

还有八名明年满65岁的地方“一把手”,分别是内蒙古自治区党委书记石泰峰、江苏省委书记娄勤俭、山东省委书记刘家义、河南省委书记王国生、湖南省委书记许达哲、广西自治区党委书记鹿心社、西藏自治区党委书记吴英杰、甘肃省委书记林铎。

除了11月份以64岁年龄官升省委书记的许达哲或有变数,其余七人大概率会在明年卸任,届时将再掀一轮省部级人事联动调整。

有分析认为,地方大员密集调整,是中共高层为二十大人事布局,二十大预计在2022年下半年召开。从2021年秋天开始,各省市自治区党委会先进入“换届时间”。在此之前,绝大多数省市自治区的党政“一把手”都会到位。

除调整地方大员,中共中央各部也频换血。

中共中央和国家机关工委前副书记孟祥锋,已出任中共中央办公厅常务副主任,孟长期在中纪委工作,曾在中纪委中国纪检监察报工作近20年,从主任科员做到总编辑。

由于近三任的中南海大管家都曾历任中办常务副主任,港媒分析,孟祥锋有望在中共二下大进入政治局并兼任中办主任,而现任中办主任丁薛祥可更上层楼。

但有观点认为,陷入内外交困、四面楚歌的中共政权,不可能有二十大了。习近平现在自身难保,更保不了中共。

The Communist Party of China (CPC) has ushered in a new round of bloodshed at the provincial level. Recently, in just less than half a month, Zhongnanhai has replaced the "handlers" of six provinces in a rare advance. According to statistics, 27 local officials have changed their positions this year.

From late November to early December, the provincial party secretaries of Jilin, Hunan, Guizhou, Yunnan, Fujian and Hainan were replaced.

With the exception of Fujian Province, where Yin Li, the former governor of Sichuan Province, was appointed across the province, the provincial party secretaries of the other five provinces were replaced by the former governors of the provinces in their place. Thus, the governors of Jilin, Hunan, Guizhou, Yunnan, Hainan and Sichuan have also been replaced.

According to the party media on December 1 released personnel adjustment news, Jilin, Hunan, Guizhou, Yunnan four provincial party committee secretary positions, all by the governor in place to promote. Jing Junhai, Xu Dazhe, Chen Yiqin, Ruan Chengfa, respectively, as the provincial party secretaries of Jilin, Hunan, Guizhou and Yunnan, four people are also currently holding the position of governor.

According to statistics, since Ying Yong was transferred from Shanghai to Hubei Provincial Party Committee Secretary in late February, there have been personnel changes in the staffing of provincial party and government "hands" in more than 10 provinces so far.

As of Dec. 2, 15 provinces have ushered in new provincial government "a hand" this year.

In addition, in early December, the former governor of Heilongjiang Province, Wang Wentao and the former governor of Gansu Province, Tang Renjian into Beijing, as the Ministry of Commerce and the Ministry of Rural Affairs Party Secretary. Wang Wentao's successor has not yet been announced, while Tang Renjian vacated his post and was filled by Ren Zhenhe, former deputy secretary of the Jiangsu Provincial Party Committee.

The Union-Tribune counted that after this round of reshuffling, a total of 27 local senior positions have been changed in China's provinces in 2020. This is also the most intensive year for local officials since the 19th National Congress of the Communist Party of China.

The report said there are no more over-aged senior officials in China's provinces, with the exception of some government chiefs in minority autonomous regions. Among the government officials in local provinces, all are "post-60s" except for Jiangxi Governor Yi Qinhong and Guangdong Governor Ma Xingrui.

This year, the replacement of the provincial party secretary of the 10 provinces, most of them are due to the previous secretary reached the retirement age of 65 years old ministerial level to step down, to replace the old and new, but there are two exceptions.

For example, in late February, Ying Yong replaced Jiang Chaoliang as secretary of the CPC Hubei Provincial Committee. Jiang Chaoliang was removed from his post for his ineffective fight against the epidemic. Hu Heping, former secretary of the Shaanxi Provincial Committee, was transferred to the Ministry of Culture and Tourism, while Liu Guozhong, former governor of Shaanxi Province, took over as secretary.

There are also eight local "hands" who will turn 65 next year, respectively, Shi Taifeng, Party Secretary of Inner Mongolia Autonomous Region, Lou Qinjian, Party Secretary of Jiangsu Province, Liu Jiayi, Party Secretary of Shandong Province, Wang Guosheng, Party Secretary of Henan Province, Xu Dazhe, Party Secretary of Hunan Province, Lu Xinshe, Party Secretary of Guangxi Autonomous Region, Wu Yingjie, Party Secretary of Tibet Autonomous Region, and Lin Duo, Party Secretary of Gansu Province.

In addition to November to 64 years of age official ascension of the provincial party secretary Xu Dazhe or change, the remaining seven probability will step down next year, when it will set off another round of provincial personnel linkage adjustment.

Some analysis believes that the intensive adjustment of local officials, is the top of the Communist Party of China for the twentieth personnel layout, the twentieth is expected to be held in the second half of 2022. Before then, most of the party and government "heads" of provinces, cities and autonomous regions will be in place.

In addition to the adjustment of local officials, the central ministries of the Communist Party of China (CPC) also frequently change their blood.

Meng Xiangfeng, former deputy secretary of the CPC Central Committee and State Organs Working Committee, has become executive deputy director of the General Office of the CPC Central Committee. Meng has long worked for the CPC Central Commission for Discipline Inspection (CCDI), having worked for the China Discipline Inspection and Supervision Newspaper for nearly 20 years, from chief section officer to chief editor.

As the last three Zhongnanhai big housekeepers have served as executive deputy director of the Central Office, Hong Kong media analysis, Meng Xiangfeng is expected to enter the Politburo in the Communist Party's second next big and also serve as the director of the Central Office, while the current director of the Central Office Ding Xuexiang can go up a level.

However, there is a view that the Chinese Communist regime, which is caught in internal and external difficulties and is struggling on all sides, is unlikely to have the 20th Congress. Xi Jinping is now unable to protect himself, much less the CCP.
