【中国观察2020年12月25日讯】根据维基百科介绍,精准制导武器(Precision Guided Weapons,简写为PGW),或叫精准制导弹药(Precision-guided munitions,简写为PGM),是指具有制导系统,能够在发射后进行控制,以提供命中率与精准度的各种武器。

除了导弹外,精准制导武器还包括更多的制导弹药;制导系统,相当于给传统弹药装上了“眼睛”。例如,美军的激光制导炸弹,于上世纪七十年代在越南战场上首次亮相,并在1991年海湾战争中大放异彩,给中共军方留下了极深的印象。

根据工作机制不同,精准制导通常分为:光学制导(例如红外线、激光制导)、惯性制导、射频制导和复合制导等多种技术。

“军民融合”装备项目重点 突破精准制导“关键技术”

大纪元最近获得了中共国防部的2017年《军民融合装备预科研及产业化示范工程项目建议书》。这批文件列举了11类武器装备的“军民融合”项目,并将精确制导分列为前两类项目:“精确制导系统新概念、新原理、新技术”和“多维度光学成像制导新技术”。

大纪元记者查询了中共军委装备发展部科研订购局发布的“十三五”装备预研共用技术和领域基金2017年度指南,确认了中共国防部《示范工程项目建议书》中第一类“精准制导新理念”和第二类“多维度光学成像制导”项目,就是2017年领域基金预研指南公开项目中的第107条(【107】基金-61404150301-精确制导系统新概念、新原理、新技术探索)和第104条(【104】基金-61404150201-多维度光学成像制导新技术)。

中共军方将其装备预研年度指南等军民融合政策文件,在“全军武器装备采购信息网”(www.weain.mil.cn)上发布;同时将文件通过中国各大高校在校内发布。

根据中共指南,共用技术定位于装备共性关键技术工程化研究,主要安排预期技术成熟度4~6级的关键技术攻关;领域基金属于装备应用基础研究范畴,主要安排预期技术成熟度3级及以下的基础性和创新性项目。领域基金分为重点项目和一般项目,重点项目研究周期为3年,一般项目研究周期为两年。

另据网络公开资料,武器装备科研领域是中共军民融合发展的重点。中共军队对装备科研实行计划管理,主要包括预先研究和型号研制。军事装备预科研(简称装备预研),是指为军事装备发展而先期进行的研究性活动,技术成熟度一般为6级以下。

在中共国防部2017年《建议书》中,第一类装备预科研及产业化示范项目——精确制导新理论,在“项目意义”中介绍说,“精确制导在现代化战争和航空、航天、海域防御装备等领域发挥着举足轻重的作用”,而且成为“一些发达国家强化其经济及军事优势的重要手段”。

该文件指出,发展该项目的意义,是要“突破精确制导武器信息化的关键技术,重点发展多模与复合制导技术、捷联惯导与天文、卫星导航等组合制导技术”。

该项目同时也提出了具体的产业化方案。

精确制导军民融合项目 欲增强中共军队攻击力

“精确制导新理论”项目首先分析了美国和欧盟的精确制导系统,称美国重点建设全球定位系统(GPS)、惯性导航系统(INS)和天文导航系统(CNS)组合在一起的新型联合导航系统,而欧盟依托美国的军事力量,也寻求建立自主“伽利略”导航定位系统构建的攻防体系。

该文件特别强调了,美军“联合直接攻击弹药”(JDAM)是信息化弹药的代表,在科索沃、伊拉克等实战中表现杰出。

文件还介绍了,美军利用激光制导装置对常规非制导炸弹改装,形成了效费比较高的武器;以及德国的“阿弗德斯”子母炸弹(AFDS),法国的“斯马特”末敏弹、俄“红土地”激光制导弹药等联合弹药,可以依靠指令判定并修正弹道,对地面目标进行精确点、面打击。

该项目文件提出了“新制导理念的核心目标”——设计出“国内外唯一具有长留空时间、强反干扰能力、可达到4.5MHZ高速、1m高定位精度、1×10^-16W探测灵敏度、3C+GPS+惯导复合定位导航系统,同时具有侦测、控制、中继和饱和攻击空地目标能力的多功能、通用新型弹种及研制方案”。

该文件举例说明新制导理念的应用点“可有效改变我军(尤其是海军)需要直升机在攻击方向先期设立中间导引站的做法”,可以提升中共军队的攻击力。

突破精确制导 中共欲解决的关键问题

该文件提出,“智能化的弹道、航线规划、航渡途中地标基点与天文导航重构重建、自主前导、导引确认及自建模网络重合修正技术是目前精确制导的新理论。”

该项目提出了研究目标:新导航系统可以使用光电扫描完成典型的地标导航系统的重建、构建,还可与天文导航配合、构成战场环境无GPS及其它导航信息下的空间定位体系导航,同时在计算机支持下还能迅速建立多点测链信标系统,从而实现精确制导。

该文件列出了研究内容:

1. 新型感知材料感知屏成像技术;2. 波传输轨道角动量探测新技术;3. 基于声/磁矢量传感探测技术;4. 精确制导复杂集群式协同攻防对抗新技术;5. 水下分布式声寻的协调制导技术;6. 射频/光学复合头罩与集聚器一体化设计新技术。

中共国防部2017年军民融合装备预研《项目建议书》提出的第二类精准制导项目,是多维度光学成像制导新技术。

根据项目介绍,简单点说,这种新技术是利用微珠感应和光电转换器技术,进行光学成像制导。

该项目文件首先分析了美欧的相关科技,例如美国空军军械研究所于1985年底开展了半导体成像激光雷达制导的研究,并于1990年首次实时演示了高分辨率的半导体激光雷达系统。

同时,该文件称赞说,“国内在光学成像方面的研究成绩斐然”,例如“对接天眼”,帮助神舟十一号飞船和天宫二号“实现准全天候实时对接”。

根据项目文件,该项目和“精确制导新理论”项目的目标一致,都是要研制出“国内外唯一具有长留空时间、强反干扰能力”的新精准制导武器。

中共透过军民融合 推动发展精准制导

大纪元早前还获得了中共河南省洛阳市军民融合办公室2018年9月的军民融合工作情况汇报。该文件披露了,洛阳市组建了一百余家单位参与的军民融合产业联盟,推动军工技术产业化,其中包括发展613所(航空工业光电所)光电产业园。

中国许多地方政府都推出了类似的发展战略,来响应习近平和中共军委的军民融合政策。

中国在精准制导领域的龙头企业,是中共军方兵器工业集团控制的“光电股份”,排名第二的制导装备军工企业是新光光电。

除了这些受中共军方直接或间接控制的光电企业,还有众多民企和高校也在中共军民融合战略的推动下,加入了精准制导技术的研发。

例如,中共国防部《建议书》披露的、参与了低成本功能材料研发的福州大学,2017年就曾经向校内各学院转发军委装备发展部的装备预研指南。

事实上,中共控制下的众多中国高校,每年会转发包括装备预研指南在内的中共军委的军民融合相关文件。

根据中共国防部公布的信息,自2016年起,中共军委装备发展部每年都会组织陆军装备部、海军装备部、军委装备发展部科研订购局和军委装备发展部信息系统局等部门,在全军武器装备采购信息网发布装备预研项目指南信息,耗资数十亿元资助企业和高校等民间机构,参与中共的武器装备建设。

例如本文提到的2017年领域基金预研指南公开项目第107条“精确制导新理论”和第104条“多维度光学成像制导”,这两个武器装备基金预研项目每个都可获得400万元的经费。

中共窃取美军科技 美国反制“军民融合”

而美国政府对中共的军民融合,已经有了清楚的认识和行动。

例如,2019年7月,根据美国司法部公告(司法部公告链接),加州大学洛杉矶分校教授石怡驰,于2019年6月26日被定罪非法出口导弹制导应用的半导体芯片给中共,刑期最高219年。

2020年9月,美国国防部发布《2020中共军力报告》对中共军民融合政策进行深度分析,揭露了中共通过外国投资、合资并购、学术交流、海外留学生和研究人员带回经验等方式来获取美国军事技术。

2020年5月29日,美国总统川普(特朗普)颁令,6月1日起暂停和限制颁发跟中共发展军事相关的F和J类别签证。随后美国FBI和司法部都采取了调查和起诉行动。

2020年9月,美国国务院表示,截至9月8日,美国已吊销了一千多个中国公民的签证。美国国土安全部也指出,美国正在阻止部分中国研究生和研究人员获得赴美签证,以防止他们窃取美国敏感的研究成果。

Breakthrough in Precision Guidance: Key Issues the CPC Wants to Address

The paper suggests that "intelligent ballistic trajectory, route planning, reconstruction of landmark base points and astronomical navigation reconstruction during navigation, autonomous forward guidance, guidance confirmation and self-modeling network overlap correction techniques are the current new doctrine for precision guidance."

The second type of precision guidance project proposed by the Ministry of Defense of the Communist Party of China in its 2017 Pre-Research Project Proposal for Civil-Military Integration Equipment is a new technology for multi-dimensional optical imaging guidance.

The project document begins with an analysis of related technologies in the U.S. and Europe, such as the U.S. Air Force Ordnance Research Institute's research on semiconductor imaging lidar guidance conducted in late 1985 and the first real-time demonstration of a high-resolution semiconductor lidar system in 1990.

The new guidance technology project proposes the following research elements

Key issues to be addressed.

1. exploring micro-bead induction, multi-dimensional optical imaging detection of multiple types of target detection and identification capabilities, new methods and technologies for the application of multi-dimensional optical imaging guidance systems that adapt to complex battlefield environments and respond to new threats; 2. exploring the main structure and unit composition of multi-dimensional photoelectric conversion imaging guidance systems.

The project concludes with a technical route based on low-cost functional materials - glass-based microbeads and ultra-fine hollow fibers - and two industrialization directions for multidimensional optoelectronic imaging guidance technology.

CCP promotes the development of precision guidance through civil-military integration

The Epoch Times also earlier obtained a September 2018 report on the military-civilian integration work of the CPC's Luoyang City Military-Civilian Integration Office in Henan Province. The document disclosed that Luoyang City has formed a military-civilian integration industrial alliance involving more than a hundred units to promote the industrialization of military technology, including the development of the 613 Institute (Aviation Industry Optoelectronics Institute) Optoelectronics Industrial Park.

Many local governments in China have launched similar development strategies in response to Xi Jinping's and the CCP's military commission's civil-military integration policy.

China's leading company in the field of precision guidance is "Optoelectronics" controlled by the Communist Party's Military Weapons Industry Group, and the second-ranking military company in the field of guidance equipment is Shin Kong Optoelectronics.

In addition to these optoelectronic companies, which are directly or indirectly controlled by the Chinese Communist Party's military, many private companies and universities have also joined the research and development of precision guidance technology under the promotion of the Communist Party's military-civilian integration strategy.

For example, Fuzhou University, which is involved in the research and development of low-cost functional materials, as disclosed in the CCP Ministry of National Defense's Proposal, had forwarded the equipment pre-research guidelines of the Department of Equipment Development of the Military Commission to the colleges within the university in 2017.

In fact, numerous Chinese universities under the control of the CCP forward the CCP military commission's documents related to civil-military integration, including the equipment pre-research guidelines, every year.

According to information released by the CCP Ministry of National Defense, since 2016, the Equipment Development Department of the CCP's Military Commission has organized the Army Equipment Department, the Navy Equipment Department, the Research and Ordering Bureau of the Military Commission's Equipment Development Department, and the Information Systems Bureau of the Military Commission's Equipment Development Department to publish information on equipment pre-research project guidelines on the Army-wide Weapons and Equipment Procurement Information Network every year, spending billions of dollars to fund enterprises and civilian institutions such as universities to participate in the CCP's weapons and equipment construction.

For example, the 2017 field fund pre-research guidelines mentioned in this article are open for projects 107, "New Theory of Precision Guidance," and 104, "Multi-dimensional Optical Imaging Guidance," both of which are eligible for 4 million yuan each.

Chinese Communist Party Steals U.S. Military Technology, U.S. Counters "Civil-Military Integration"

The U.S. government has a clear understanding of and actions against the CCP's civil-military integration.

For example, in July 2019, according to a U.S. Department of Justice announcement (link to DOJ announcement), UCLA professor Yi-Chi Shih, was convicted on June 26, 2019, of illegally exporting semiconductor chips for missile guidance applications to the Chinese Communist Party for a maximum sentence of 219 years.

In September 2020, the U.S. Department of Defense released the 2020 Chinese Communist Party Military Power Report, an in-depth analysis of the CCP's civil-military integration policy, exposing the CCP's acquisition of U.S. military technology through foreign investment, joint ventures and mergers, academic exchanges, and overseas students and researchers bringing back experience.

On May 29, 2020, President Trump issued an order suspending and restricting the issuance of F and J category visas related to the CCP's military development effective June 1. This was followed by investigations and prosecutions by both the FBI and the Department of Justice.

In September 2020, the U.S. Department of State stated that as of September 8, the U.S. had revoked the visas of more than 1,000 Chinese nationals. The Department of Homeland Security also noted that the U.S. is blocking some Chinese graduate students and researchers from obtaining visas to the U.S. to prevent them from stealing sensitive U.S. research.
