蓬佩奥1月14日发表声明,宣布凡是涉入大规模填海、建造或军事化南海争议岛屿,或透过威胁等手段阻碍东南亚声称拥有南海主权国取得南海离岸资源的中国籍人员,都将被禁止入境美国。
蓬佩奥表示,被制裁的中国籍人员包括中共国企主管、中共官员、中共海军官员以及其他参与南海军事侵略的中国籍人员。他们的直系亲属也将面临同样的制裁。
他强调,美国与所有守法国家在维系自由开放南海上有深远利益。“不论军事与经济实力强弱,所有国家都应能享受国际法所保证的权利与自由,根据1982年(联合国)海洋法公约内的规定,而无需畏惧受到胁迫。”
蓬佩奥在声明中还表示,美国商务部14日以涉入中共胁迫其他声索国行动为由,将中海油集团列入出口管制实体清单。南海油气资源约2.5万亿美元。中共将中海油和其它国有企业武器化,企图执行北京的非法“九段线”主张。
声明中写道,“2014年,中海油使用其庞大的勘测设备HD-981在Paracel群岛(西沙群岛)附近,恐吓越南。中海油当时的高管吹嘘那台石油钻机为‘可移动的国家领土’。”
商务部说,中海油“屡次骚扰和威胁南海的海上油气探勘及开采,目的是升高包括越南在内有利害关系的外国伙伴的政治风险”。
美国商务部长罗斯表示,“中国(共)在南海的鲁莽和好战行动,以及为其军事化努力而积极获取敏感知识产权和技术,对美国国家安全和国际社会安全构成威胁。”
罗斯指出,在中共军方威吓中国邻国的行动中,中海油扮演恶霸,中共军方持续从政府为邪恶目的所采取的军民融合政策中受益。
蓬佩奥在声明中表示,中共持续派遣渔船队与能源探勘船,在军舰的护送下,骚扰东南亚国家在南海区域的油气开发。
他重申:“美国与依据国际法,试图捍卫自身主权权利与利益的东南亚国家站在一起。我们会持续采取行动,直到北京停止在南海的胁迫行为为止。”
川普(特朗普)政府一改美国以往的态度,在南海问题上不再采取模糊立场。
蓬佩奥去年7月13日发表声明,明确指出中共在南海的领土声索“完全不合法”,批评中共正以“霸凌”方式企图控制南海。这是美国政府首次在南海领土争议问题上表明立场。
蓬佩奥表示,美国与东南亚盟友与伙伴站在同一阵线,“世界不会允许北京把南海当作其海上帝国”。
川普政府对南海问题正式表态后,美军随即派遣航母战斗群在南海举行军事演习,震慑中共的意味浓厚。美国军方表示,此举旨在维护南海的“航行自由”。

(China Watch, Jan. 15, 2021) - To further defend freedom in the South China Sea, U.S. Secretary of State Mike Pompeo announced a new sanctions order on January 14 that bans four categories of Chinese from entering the United States. These include Chinese business executives involved in large-scale reclamation, construction and militarization activities in the South China Sea, Chinese Communist Party officials, Chinese Communist Navy officials and other Chinese nationals involved in military aggression in the South China Sea.
Pompeo issued a statement on January 14 announcing that Chinese nationals involved in large-scale reclamation, construction or militarization of disputed islands in the South China Sea, or obstructing Southeast Asian countries claiming sovereignty in the South China Sea from obtaining offshore resources in the South China Sea through threats and other means, will be barred from entering the United States.
Pompeo said the sanctioned Chinese nationals include executives of Chinese Communist Party state-owned enterprises, Chinese Communist Party officials, Chinese Communist Party naval officers and other Chinese nationals involved in military aggression in the South China Sea. Their immediate family members will also face the same sanctions.
He emphasized that the United States has a profound interest in maintaining a free and open South China Sea with all law-abiding nations. "Regardless of military and economic strength, all nations should be able to enjoy the rights and freedoms guaranteed by international law, as set forth within the 1982 (U.N.) Convention on the Law of the Sea, without fear of coercion."
In his statement, Pompeo also said that the U.S. Department of Commerce added CNOOC to its list of export-controlled entities on the 14th on the grounds that it was involved in Communist coercion of other claimant countries. The South China Sea has about $2.5 trillion in oil and gas resources. The Communist Party has weaponized CNOOC and other state-owned enterprises in an attempt to enforce Beijing's illegal "nine-dash line" claim.
In 2014, CNOOC used its massive survey equipment, the HD-981, to intimidate Vietnam near the Paracel Islands (Paracel Islands)," the statement reads. CNOOC executives at the time touted that oil rig as 'moveable national territory.'"
The Commerce Department said CNOOC "has repeatedly harassed and threatened offshore oil and gas exploration and exploitation in the South China Sea in order to elevate the political risk to interested foreign partners, including Vietnam."
U.S. Commerce Secretary Ross said "China's (Communist) reckless and belligerent actions in the South China Sea and aggressive acquisition of sensitive intellectual property and technology for its militarization efforts pose a threat to U.S. national security and the security of the international community."
Ross noted that CNOOC plays the bully in the Communist military's actions to intimidate China's neighbors, and that the Communist military continues to benefit from the government's policy of civil-military integration for nefarious purposes.
Pompeo said in the statement that the Chinese Communist Party continues to send fishing fleets and energy exploration vessels, escorted by warships, to harass Southeast Asian countries for oil and gas development in the South China Sea region.
He reiterated, "The United States stands with Southeast Asian countries that are trying to defend their sovereign rights and interests under international law. We will continue to act until Beijing stops its coercive behavior in the South China Sea."
In a change from previous U.S. attitudes, the Trump (Trump) administration is no longer taking an ambiguous position on the South China Sea.
Pompeo issued a statement on July 13 last year, clearly stating that the Communist Party of China's territorial claims in the South China Sea are "completely illegitimate" and criticizing the Communist Party of China for attempting to control the South China Sea in a "bullying" manner. This is the first time the U.S. government has taken a position on the territorial disputes in the South China Sea.
Pompeo said that the United States and its allies and partners in Southeast Asia are on the same side, "the world will not allow Beijing to use the South China Sea as its maritime empire".
After the Trump administration made a formal statement on the South China Sea, the U.S. military then dispatched an aircraft carrier battle group to hold military exercises in the South China Sea, with a strong implication of deterring the Chinese Communist Party.
