【中国观察2020年12月11日讯】周三，人权组织“保卫卫士”发布题为《谎言与间谍——瑞士与中国警察的秘密协议》的报告。根据这份在2015年签署的协议，中共公安和情报人员被允许入境瑞士，在两周的时间内，跟踪调查和约谈非法入境的中国公民。
而且，中共公安部能够自由选择派遣的人员，不需要得到瑞士批准。瑞士方面则负担中共人员的所有开支，包括机票和住宿。
根据协议，瑞士同意对中共公安人员的身份保密，这些人进入瑞士也无需使用自己的官方身份，瑞士并为这些公安人员申请瑞士签证提供便利。
中共公安在瑞士的所有行动也完全自由，瑞士还允许他们可以根据任务需要，与中共驻瑞士大使馆和中共国内公安机关联系，也可以和怀疑是“非法居留”的中国公民会面、约谈，每天最多可以约谈6个人，每个公安人员每次入境可以约谈60人。
加拿大华裔作家 盛雪：“他居然跟一个世界上最大最邪恶的，迫害人权最严重的政权签署这种层面的合作关系，他们确实是对中共这个政权认识不清，中共对整个西方世界，整个民主阵营的渗透瓦解，已经是到了触目惊心的程度。”
尽管这份协议已经在今年12月7号到期，但与瑞士和其他国家签署的类似协议不同的是，瑞士从来没有对外公布过这项协议，直到今年8月，经《新苏黎世报周日版》报导之后，才让外界得知它的存在。
美国华府人权律师 叶宁：“这么一个国家竟然和中共的警察机构签订这么广泛的，这么没有原则的一个警察协助协议，人从一个国家逃避极权压迫，跑到自由地区寻求政治庇护，政治犯不引渡、政治庇护的资料保密，这在欧洲都是有150年以上的历史，像瑞士这么一个中立国家，和中共达成这么肮脏的卖身契交易，这就非同寻常了。”
中共对西方各国的渗透远不止于此，12月9号，加拿大《反叛新闻》（Rebel News）揭露，加拿大总理贾斯汀•特鲁多，曾邀请中共军队在安省的军事基地佩塔瓦瓦（CB Petawawa）进行冬季军事演习。
但在中共绑架了两名加拿大公民之后，加拿大国防参谋长乔纳森•万斯（Jonathan Vance）将军取消了与中共军方合作的冬季军事演习。
盛雪：“中国是一个专制暴政的政权，中国是一个正在控制着14亿人民，奴役14亿人民，而且是抓捕了加拿大人的一个政权，他可以让这个政权在他的国土上训练它的军队，这就是一个出卖国家利益，卖国的行为。”
加拿大华裔作家盛雪表示，中共的军队是迫害人权最直接的打手和工具。
盛雪：“加拿大的邻居是美国，中共最大的敌人就是美国，在加拿大去培训中国的军人，那直接威胁的就是美国的安全，培训出来的军人是干什么用的？它对抗的就是自由民主人权法制的整个阵营。”
在此之前，加拿大在2018年12月1号应美国的引渡要求，逮捕了华为财务总监孟晚舟，中共政府随后对加拿大采取敌对措施，并逮捕了加拿大公民康明凯和商人斯帕弗作为报复。
叶宁：“加拿大为中共训练军队早就有的事情了，不是从现在开始的，他只不过是面对中共很明显的崛起，中共的渗透，和对西方世界的控制，他就是不肯停下来，这个事情早就应该停下来。”
周三，加拿大保守党外交事务评论议员庄文浩（Michael Chong）和国防事务评论议员贝赞（James Bezan）发表联合声明，批评现任的自由党政府，推动加中两国的军事接触，是为了取悦中共政权，这种行为将危害五眼联盟。
声明说，加拿大需要敢于站出来对抗中共、捍卫自由民主和法治的政府，以确保加拿大站在历史正确的一方。
On the day before World Human Rights Day, the human rights organization Defenders published a report revealing details of a secret agreement between the Chinese Communist Party and Switzerland that violates human rights. The agreement allows Communist Party security officials to travel to Switzerland for free to investigate Chinese citizens who are in the country illegally, with a view to deporting them.
(China Watch, December 11, 2020) - On Wednesday, the human rights organization Defenders released a report titled "Lies and Spies - A Secret Agreement between the Swiss and Chinese Police". Under the agreement, which was signed in 2015, Chinese public security and intelligence officers were allowed to enter Switzerland for two weeks to follow and interview Chinese citizens who entered the country illegally.
Moreover, the CCP's Ministry of Public Security is able to freely choose the personnel it sends, without the need to obtain Swiss approval. For its part, Switzerland covered all expenses of the CCP personnel, including airfare and accommodation.
Under the agreement, Switzerland agreed to keep the identities of the Communist Party's public security personnel confidential, they were not required to use their official identities to enter Switzerland, and Switzerland facilitated their application for Swiss visas.
They are also allowed to meet and interview Chinese citizens suspected of being "illegal aliens", up to six people per day, and 60 people per entry.
Chinese Canadian writer Sheng Xue: "He actually signed this level of cooperation with one of the world's largest and most vicious regimes, which persecutes human rights most severely, they really do not understand the Chinese Communist Party, which has infiltrated and disintegrated the entire Western world, the entire democratic camp, to an alarming degree."
Although the agreement expired on December 7 of this year, unlike similar agreements signed between Switzerland and other countries, it was never made public until August of this year, when its existence was reported in the Sunday edition of the Neue Zürcher Zeitung.

The Chinese Communist Party's infiltration of Western countries goes far beyond this. On December 9, Canadian Rebel News revealed that Canadian Prime Minister Justin Trudeau, had invited Chinese Communist troops to conduct winter military exercises at CB Petawawa, a military base in Ontario.
But after the Chinese Communist Party kidnapped two Canadian citizens, Canadian Chief of Defence Staff General Jonathan Vance canceled the winter military exercises with the Chinese military.
Sheng Xue: "China is a tyrannical regime, China is a regime that is controlling 1.4 billion people, enslaving 1.4 billion people, and is a regime that has captured Canadians, and he can allow that regime to train its military on his soil, and that's a sellout, a sellout of the country's interests."
Chinese Canadian writer Sheng Xue says the Chinese Communist Party's military is the most direct fighter and tool in the persecution of human rights.

Prior to that, Canada arrested Huawei's finance director Meng Wanzhou on Dec. 1, 2018, in response to an extradition request from the U.S. The Chinese Communist government then took hostile measures against Canada and arrested Canadian citizen Mingkai Kang and businessman Spavor in retaliation.
YENNING: "Canada has been training troops for the Chinese Communist Party for a long time, not from now, he is just facing the very obvious rise of the Chinese Communist Party, the infiltration of the Chinese Communist Party, and the control of the Western world, he just refuses to stop, this thing should have stopped a long time ago."
On Wednesday, Canadian Conservative Foreign Affairs Critic Michael Chong and Defence Critic James Bezan issued a joint statement criticizing the current Liberal government for promoting military engagement between Canada and China in order to please the Chinese Communist regime, an act that would jeopardize the Five Eyes Coalition.
The statement said Canada needs governments that have the courage to stand up to the Chinese Communist Party and defend freedom and democracy and the rule of law to ensure that Canada is on the right side of history.
