据媒体报导，湖南一家工业车辆生产企业的工作人员说，由于白天电力供应不足，他们从12月16日起将生产时间“错峰”调整到晚上9点至凌晨5点，办公场所白天原则上也不开空调。
湖南中部一家工业园区的负责人表示，园区企业从上周末开始“限电”，用电量相比之前下降了20%至30%。到了年底，很多企业正在开足马力生产，“限电”对于企业的设备运行、订单交付都会产生一定影响。

12月17日，中国国家发展改革委回应“电荒”原因时称，一是工业生产快速恢复拉动用电增长。二是遭遇极寒天气，进一步增加用电负荷。三是外受电能力有限和机组故障增加电力保供困难。
发改委的回应网友并不信服。网友评论说：“去年怎么没限？” “2018年不也说极寒天气吗？” “水力发电、光伏发电、核能发电去哪了？”
还有网友一针见血：“齁不住了，收入严重下滑，支出成本太高，将来空冷的城市会成为常态化。”
