【中国观察2020年12月21日讯】“中央经济工作会议”每年都选在12月份召开，除总结当年的经济工作、研判当年经济形势，并为来年的经济政策定调。依惯例，会期一般在4天以内，由中央相关部委高官及各省级行政区、副省级城市的党政官员参加。
北京中共机关报章旗下微信公众号称，中共各地高官已经陆续抵达北京。14至15日，至少有11人在北京露面。
包括：中共吉林省委书记景俊海、代省长韩俊，青海省长信长星，湖南省委书记许达哲、代省长毛伟明，云南省委书记阮成发、代省长王予波，山西省委书记楼阳生、省长林武，重庆市长唐良智及内蒙古主席布小林等。
其中景俊海和韩俊在这段时间内分别率领吉林省委、省府官员，接连拜会水利部长鄂竟平、文旅部长胡和平、国资委主任郝鹏、国新办主任徐麟、《人民日报》社长兼总编辑庹震、财政部长刘昆、农业农村部党组书记唐仁健、科技部长王志刚等人。
青海省长信长星也在这段时间内，拜会中共交通运输部长李小鹏、国家粮食和物资储备局长张务锋等官员，同时举行会谈。
据报导，上述接受拜会的相关中央部委高官，对于吉林、青海两省官员的诉求，及争取资金和项目发展，“给予了积极回应”。
此外，许达哲、毛伟明及阮成发、王予波则代表湖南省及云南省，拜会中共国务院扶贫办主任刘永富，并举行会谈；楼阳生、林武率领山西省委、省政府官员拜会北京大学并举行会谈，商讨省校合作、科技创新等。
评论人士郑中原分析说，这类的“中央级会议”除了让中共地方大员有机会进京“拜码头”，也是私下拉帮结派的机会。
2020年受疫情和中美关系恶化影响，中共政权陷入更为严峻的内外交困的危局，不仅经济陷入困局、外交惨败，还面临国际社会围剿等多重危机，因此各地高层的日子也不好过，此次中央经济工作会议特别受关注。
陆媒采访多位专家，梳理出此次会议可能的4大重点，包括如何退出助企纾困政策、加码促消费扩内需、如何配合财政货币政策，及在重点领域改革将有哪些突破。
有港媒则称，此次经济工作会议的重点可能还包括：防范金融风险，经济“双循环”，“反垄断”等。
旅美政经评论人士程晓农博士接受希望之声采访时分析说，目前中共的经济面临严重困境，拉动经济的“三匹马”即出口、消费、投资都一一趴下，新的金融危机已经成为中国经济最大的“灰犀牛”。
程晓农说，任何国家的经济实际都靠三匹马拉动：一匹是投资、一匹是消费、一匹是出口，但因中美经济关系恶化出口受阻，情况越来越糟糕，中国经济面临出口受阻、消费收紧、投资无路，整个经济都要熄火了。

The Central Economic Work Conference, the highest-level economic meeting of the Communist Party of China, is about to take place. Several senior provincial and regional officials have arrived in Beijing ahead of schedule to meet with officials from various ministries and commissions of the CPC Central Committee. Some analysts say that officials from different regions are forced by the political and economic situation to go to Beijing in advance, in order to compete for funds and projects on the one hand, and to "pay tribute to the dock" and form cliques in private on the other.
The "Central Economic Work Conference" is held every year in December, in addition to summarize the year's economic work, study the year's economic situation, and set the tone for the coming year's economic policy. As a rule, the meeting lasts less than four days and is attended by senior officials from relevant central ministries and commissions, as well as party and government officials from all provincial administrative regions and sub-provincial cities.
According to the WeChat public website of Beijing's Communist Party organ, senior officials from around the Communist Party have been arriving in Beijing one after another. 14 to 15, at least 11 people appeared in Beijing.
They include: Jilin Provincial Party Secretary Jing Junhai and Acting Governor Han Jun, Qinghai Governor Xin Changxing, Hunan Provincial Party Secretary Xu Dazhe and Acting Governor Mao Weiming, Yunnan Provincial Party Secretary Ruan Chengfa and Acting Governor Wang Yibo, Shanxi Provincial Party Secretary Lou Yangsheng and Governor Lin Wu, Chongqing Mayor Tang Liangzhi and Inner Mongolia Chairman Bu Xiaolin.
Among them, Jing Junhai and Han Jun led Jilin provincial party committee and provincial government officials to call on Minister of Water Resources E Jingping, Minister of Culture and Tourism Hu Heping, Director of SASAC Hao Peng, Director of the State Information Office Xu Lin, President and Editor-in-Chief of People's Daily Tou Zhen, Minister of Finance Liu Kun, Party Secretary of the Ministry of Agriculture and Rural Affairs Tang Renjian, and Minister of Science and Technology Wang Zhigang, respectively, during this period.
Qinghai Governor Xin Changxing also called on CCP Transportation Minister Li Xiaopeng, State Food and Material Reserve Director Zhang Gufeng and other officials during this period, while holding talks.
According to reports, the senior officials of the relevant central ministries and commissions who received the above-mentioned calls "responded positively" to the demands of officials from Jilin and Qinghai provinces, as well as to their requests for funding and project development.
In addition, Xu Dazhe, Mao Weiming, Ruan Chengfa and Wang Yibo, on behalf of Hunan and Yunnan provinces, called on Liu Yongfu, director of the State Council's Poverty Alleviation Office, and held talks; Lou Yangsheng and Lin Wu led officials from Shanxi provincial Party committee and provincial government to call on Peking University and hold talks to discuss provincial-university cooperation and scientific and technological innovation.
Commentator Zheng Zhongyuan said that such "central-level meetings" not only give local Communist Party officials the opportunity to visit Beijing to "pay respect to the dock," but also provide an opportunity for private gang affiliation.
In 2020, affected by the epidemic and the deterioration of Sino-US relations, the Chinese Communist regime is in a more serious internal and external crisis, not only the economy is in trouble, diplomatic failure, but also facing international siege and other multiple crises, so it is not easy for the top brass everywhere.
The land media interviewed a number of experts, sorted out the meeting may be four major priorities, including how to exit the policy of helping enterprises to relieve distress, increase the code to promote consumption to expand domestic demand, how to match the fiscal and monetary policies, and what breakthroughs in key areas of reform will have.
Some Hong Kong media said that the focus of the economic work conference may also include: prevention of financial risks, economic "double cycle", "anti-monopoly" and so on.
Dr. Cheng Xiaonong, a US-based political and economic commentator, said in an interview with Voice of Hope that the Chinese Communist Party's economy is currently facing serious difficulties, with the "three horses" that drive the economy, namely exports, consumption and investment, all getting down one by one, and the new financial crisis has become the biggest "gray rhinoceros" for China's economy.
Cheng Xiaonong said that the economy of any country actually depends on three horses: one is investment, one is consumption, and one is export, but due to the deterioration of economic relations between China and the United States, exports are blocked and the situation is getting worse.
