【中国观察2020年12月28日讯】据中共党媒新华社报导，在此次民主生活会上，由习近平对与会的其他24名政治局委员的“对照检查发言”作以“点评”，并大谈“讲政治”要求。

泰山压顶 集体甩锅

在本次民主生活会上，中共高层承认了2020年是中共历史上“极不寻常的一年”。从武汉肺炎全球爆发，南方27省发生持续六十多天的洪涝灾害，香港因强推国安法带来的社会动荡，战狼外交阻止世界各国调查武汉肺炎病毒，并在中美关系等一些重大领域出现一系列决策失误而引发的被国际孤立的政治和经济危机，中共现在深深陷于困境之中。

在本次年末举行的中共政治局民主生活会上，面对疫情仍在全球肆虐，中共高层没有一个人站出来做“自我批评”，来检讨决策失误而给中国及世界带来的灾难性后果，反而得出“在这极不寻常的年份创造了极不寻常的辉煌”的结论。

中共把上述的种种内忧外患，在本次生活会上形容为“泰山压顶的危难时刻”， 流露出中共高层面对这前所未有危机的慌乱，中共高层们在生活会上表现出的高度“团结一致”，其目的无非就是借“党中央的判断力、决策力、行动力具有决定性作用”的提法，来掩饰中共高层们面对危机的集体胆怯心态，而且可以把上述种种失误决策堂而皇之的推卸到“亲自部署、亲自指挥”的“核心”习近平头上。

然而，习近平罕见使用了“坚强领导集体”来统一中共高层们的认识，从而拒绝“背锅”的责任，更加透露出中共高层们尽管都处在同一艘快要沉没的破船上，但是各自都在推脱责任、寻求退路。

特别指出的是，在本次民主生活会上，习近平要求中共高层们自我“党性分析”，来对中共高层们发出警告信号，并意图以保党、保政权的方式，巩固自己的“核心”地位。

最后，中共高层们不得已达成了“在这极不寻常的年份创造了极不寻常的辉煌”来作为结论，藉以掩盖党内的斗争，既能迷惑中国大陆的民众，又能集体甩锅来保中共暴政。

大谈政治 警告党内

此次中共政治局民主生活会上，习近平大谈“提高政治判断力”，他提出“政治上的被动是最危险的被动”，意有所指，不仅要解决中共在国际社会上目前陷入的孤立被动处境，由于美国目前对中共的企业和机构实施了一系列的制裁，特别是近期中共14名副国级领导人也列在美国对中共制裁的名单之中；而且是在警告党内的反对势力。

习的这番讲话，一方面是做出打气姿态，安慰本次出席生活会的王晨，他是目前中共政治局中唯一被制裁的对象，包括王晨本人和其他中共高层们心里肯定不是滋味；另一方面，则是通过展示军权来警告党内反对势力。如，2020年12月18日，习近平亲自对4人授衔上将军衔警衔。

习的“政治判断力”是基于押宝拜登当选美国总统，中共自认为完全可以控制，甚至可以无视拜登，于是开始“加强战略性、系统性、前瞻性研究谋划”，一方面，尝试再次争取国际话语权。如，2020年12月5日，中共外交副部长乐玉成表示中共必须争取国际话语权；另一方面，判断美中关系将恢复，中共会成为最大利益获得者，为防止党内势力争夺，要求中共高层“坚持政治立场不移、政治方向不偏”。12月18日，新华社发文警告“跪美”“崇美”的言论，称他们“逢美必捧”、“逢中必贬”。这番操作，不仅是在警告中共内部，只能由中共“核心”来与美国达成可能的协议；而且也是消除各种不同声音，由于美国制裁带来的各种“反习”声音。

最后，习近平提到了“从明年开始，省市县乡领导班子将陆续开始集中换届”，而明年的换届则是2022年中共“二十大”政治局常委换届前的前奏，2021年中国省市县乡的中共权力交接将激化中共各方势力的内斗，因此他要求“领导干部正确处理个人和组织的关系，自觉接受和服从组织安排”。

可以预见到，在目前的国际国内环境下，中共仍对自由世界充满误判，无论如何挣扎也无法改变目前的现状，2021年对中共而言，只能被国际社会更加孤立。
